Media Partnership

The Land Between the Lakes, NRA (LBL) intends to solicit and negotiate with only one source, WKDZ Radio Station, 1487 Will Jackson Road, Cadiz, KY 42211. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This acquisition is for the purchasing of a community partnership promotion for LBL recreation programs with WKDZ Radio Station. The Forest Service at LBL provides the public and target market segments complete, accurate, and critical information with a variety of media outlets. LBL communication messages are updated with specific goals and deadlines throughout the year. Work to be performed includes: Web feature on radio's web site to include extensive schedules of events as well as a link to the LBL website; 60-second live LBL messages per day Monday - Friday; 30-second messages per day Monday - Friday during the station's 3 additional live broadcast programs; 30-second recorded messages scheduled throughout the week to drive listeners to the website for complete schedule of LBL events; and live, on-site interviews to promote events and recreation opportunities at LBL. This work will be performed during the base year June 1, 2009 - September 30, 2009 with the potential of four additional option years. Individual tasks to be performed will be by individual task orders against an indefinite delivery/indefinite quantity contract. The basis for restricting competition is because WKDZ Radio is the only known provider of this advertising. The NAICS code for this procurement is 515112 and the small business size standard is $6.5M in revenue. This sole source requirement will be procured under Other Than Full and Open Competition procedures and awarded on an unrestricted basis. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer not later than May 26, 2009. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the sole source negotiation with WKDZ Radio Station, upon availability of funds.
