The Contracting Officer determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available. A sources sought was posted on Contract Opportunities at beta.SAM.gov from 10-14 May 2021. The notice provided the government's intention to enter into a sole source contract with UNM, and invited all companies with capability to provide the required services to respond. No response was received. The Consortium is the only known source that provides government agencies EMS oversight. It is the only known source that can fulfill the requirement for a CMP, which is the same as the requirement for Medical Control Emergency Physician.
