The Department of Homeland Security (DHS) issued solicitation 70B03C23Q00000061 to establish a five-year, multiple-award, firm-fixed-price Blanket Purchase Agreement (BPA) for medical, dental, and surgical supplies and equipment. These supplies support federal personnel performing emergency medical services for operational and pandemic mission-critical needs across various organizational components, including U.S. Customs and Border Protection, Immigration and Customs Enforcement, Federal Emergency Management Agency, and the U.S. Secret Service. The requirements are divided into four categories: general medical supplies, AEDs and heart monitors, medical supply kits, and clinical/dental supplies. The acquisition is classified under NAICS code 339113 and is structured as a partial small business set-aside, where the AED-heart monitor and medical supply kit categories are reserved for small businesses, while general medical and clinical/dental supplies remain unrestricted. The scope includes a wide range of technical requirements, such as trauma management, IV maintenance, oropharyngeal airways, chest seals, and cardiac heart monitors. Delivery is restricted to the continental United States. Notably, the manufacturer discontinued FR2 and FR3 Defibrillators, meaning related accessories are intended only for the maintenance of existing equipment and are excluded from minimum coverage considerations. The government awarded BPAs to several entities, including Bound Tree Medical LLC, Medline Industries LP, Blue Tactical LLC, Atlantic Trading LLC, NAR Medical Depot LLC, McKesson Medical-Surgical Government Solutions LLC, Altitude Technologies Inc., The Stronghold Group LLC, The Janz Corp, and AVMedical LLC.
