The evaluation process consists of a four-stage approach, including initial responsiveness, mandatory minimum requirements, a technical evaluation worth 500 points, and a cost evaluation worth 500 points. Awards are granted to the highest-scoring responsive and responsible offerors by category, with a heavy emphasis on the highest average category discount percentage. The contract includes a one-year initial term with potential extensions up to eight years. Key requirements for vendors include paying a two-fifths of one percent NASPO ValuePoint administrative fee, adhering to strict delivery timelines—seven days for most supplies and 45 days for equipment—and maintaining mandatory insurance levels. All deliveries are FOB Destination, and products with a shelf life must be date stamped.
