Solicitation # 36A79727Q0002
Solicitation 36A79727Q0002 is a HUBZone Small Business set-aside issued by the Department of Veterans Affairs National Acquisition Center for the September 2026 Equipment Only Consolidation. This procurement focuses on High Tech Medical Equipment (HTME), specifically targeting various imaging systems such as XR RAD, XR US, XR CT, and XR MRI for delivery to multiple VA VISN networks and stations. Competition is strictly limited to current contract holders with the VA National Acquisition Center or the Defense Logistics Agency, Troop Support. Offers are due by February 3, 2027, and must remain valid for 180 days. The government will award based on best value, where non-price factors—specifically the availability of required features and the availability of service—are considered significantly more important than price. Technical evaluations will assess how well equipment meets functional requirements and the vendor's ability to provide local and virtual technical support, repair parts, and documentation. Vendors must provide individual product pricing, as bottom-line prices will be rejected, and must treat upgrade requests as forklift upgrades with separate trade-in values. Submissions must be uploaded as a single ZIP file to Box, following strict naming conventions and folder structures, and must be accompanied by a timestamped email to the Contracting Officer. Required documentation includes a completed pre-procurement assessment questionnaire for network-connected devices. Additionally, the contract specifies that while applications training is awarded with equipment, off-site training is excluded from delivery orders and must be handled as separate modifications.

***** 3/16/16 - CORRECTION: The original Responses to Questions incorrectly stated the bandwidth speed as 4 MB/s. The proper bandwidth is 4 megabits per second. A corrected response sheet has been attached that reflects this. ****** 3/14/2016 - This RFI response period is extended to 3/24/2016 at 4:00pm ET. A Responses to Questions sheet has been attached. *****RFI AMENDMENT***** The fourth item under section 3.0 "Requested Information" is changed to read as follows: 4) Experience providing near real-time (ie 2-5 minutes) image transmission from outside the contiguous United States (OCONUS) to the contiguous United States (CONUS), particularly Pakistan or other low bandwidth environments in the region. Vendors should address whether they have an existing system on which it can demonstrate its near real-time data transmission of radiography images from an OCONUS origin to a CONUS destination. The sensitivity of CBP's mission demands that the data transmission requirement be a demonstrable and proven capability. *****END AMENDMENT***** THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This is not a solicitation or request for quote and no contract or purchase order will be awarded from this notice. U.S. Customs and Border Protection is interested in identifying vendors that can provide a large scale Non-Intrusive Inspection (NII) scanning system to Karachi, Pakistan. This medium energy fixed system would need to meet the requirements in the attached RFI. Vendors are requested to return their responses by March 14, 2016 at 4:00pm ET.
