AI Contract Overview
This solicitation, numbered W50S8D26Q1C85, seeks quotes for the preventive maintenance of Medium Voltage Electrical Distribution Transformers under a Small Business Set-Aside, with the NAICS code 238210, limiting eligibility to small businesses. Quotations are due by August 19, 2026, at 11:00 a.m. EST, and must include a completed Pricing Worksheet, all required line items priced, and supporting documentation in English. A single site visit is scheduled for August 11, 2026, and pre-registration is mandatory; no alternate dates will be offered. All offerors must be currently registered in the System for Award Management (SAM) prior to submission, and failure to register will result in a non-responsive quote. Funds for this acquisition are not currently available, and no award will be made until congressional appropriations are allocated. The Government reserves the right to award a lesser quantity than specified if funding constraints necessitate it. Evaluation will follow a Lowest Price Technically Acceptable (LPTA) approach, where technical capability is a pass/fail threshold assessed through documentation demonstrating the ability to meet the Performance Work Statement requirements, particularly requiring valid medium voltage certifications, and price is analyzed for reasonableness, completeness, and realism. The lowest-priced technically acceptable offer will be selected. Subcontractors must be identified on page 2 of the Pricing Worksheet, and failure to do so will disqualify the quote. Wage Determination No. 2015-4159, Revision 32, dated May 13, 2026, applies, mandating compliance with Service Contract Act labor standards, and adherence to Executive Order 13706 regarding paid sick leave is required. The place of performance is Newburgh, New York, and all communications regarding this solicitation should be directed to Joseph Kugler or Kevin Fenner at the Department of Defense office located in Newburgh, NY. No contract type is explicitly stated, and no packaging, marking, inspection, delivery, or invoicing details are provided beyond the requirement for a comprehensive and fully responsive quote based on the submitted worksheet and supporting materials.

The Government intends to award a contract for the full quantities specified in the solicitation. However, the Government reserves the right to award a lesser quantity than specified if it is determined to be in the Government's best interest. Any such reduction will be based on the availability of funds at the time of contract award.
The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
(i) Price
(ii) Technical Capability
The Government will conduct a price analysis of all quotes received. Through this technique, the Government will determine whether the price is reasonable, complete and realistic. Medium voltage certifications must be submitted with your quote to allow the government to determine technical merit. In addition, all subcontractors must be identified on page 2 of the attached Pricing Worksheet. Failure to provide this information along with acknowledgement of any amendments will render the quote non-responsive and will be removed from further award consideration. Award will be made to the lowest priced quote that provides sufficient explanation/documentation to demonstrate their ability to conform to the requirements of the PWS. Wage Determination No. 2015-4159, Revision 32 dated 05/13/2026 applies to this procurement. If there are any questions regarding this requirement, please contact Mr. Joseph Kugler by email: joseph.kugler.1@us.af.mil.
All offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their quote as prescribed under RFO FAR 4.203-1(b). Failure to be registered at time of quote submission may deem the offeror’s quote to be considered non-responsive and eliminated from any further award consideration. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
