Memorandum of Understanding and Mosquito Management Plan to provide mosquito management services to Santa Barbara Airport for fiscal year 2025-2026

The Mosquito and Vector Management District of Santa Barbara County (MVMDSBC) will provide mosquito management services to the Santa Barbara Airport for fiscal year 2025-2026. The scope of work involves protecting public and environmental health through the surveying of adult mosquito populations using carbon dioxide-baited traps and the inspection of aquatic habitats for larvae. Treatment of larval infestations will be conducted using chemical, biological, and microbiological agents, specifically utilizing materials designated in the Green or Yellow categories of the City of Santa Barbara Integrated Pest Management program and the Pesticide Hazard and Exposure Reduction zone report. The agreement is established via a Memorandum of Understanding and a Mosquito Management Plan (MMP), with a total annual cost not to exceed 130,333.60 dollars. This budget covers various personnel roles, including lead, biologist, and assistant technicians, as well as mileage and specific larvicides such as Altosid and VectoBac. The term of services runs from October 2, 2025, to October 2, 2026, though the general MOU duration is two years. MVMDSBC is required to maintain 1,000,000 dollars in combined single limit general liability coverage and provide workers compensation insurance. Invoicing occurs approximately every three months, with payments due upon receipt and a 2 percent late charge applied after 30 days. The City of Santa Barbara retains authority to approve the MMP, which must be updated every two years to include an assessment of service effectiveness.
