Memorandum of Understanding and Mosquito Management Plan to provide mosquito management services to Santa Barbara Airport for fiscal year 2025-2026

The Mosquito and Vector Management District of Santa Barbara County will provide mosquito management services to the Santa Barbara Airport under a Memorandum of Understanding for the fiscal year 2025–2026, with a two-year performance period beginning October 2, 2025. The scope of work includes comprehensive surveillance through adult mosquito trapping and inspection of water sources for larvae and pupae, followed by targeted larval control using approved larvicides such as Altosid XR Briquets, VectoBac G, VectoLex FG, Natural XRT, Fourstar Briquets, and Fourstar CRG Granules. Treatment methods adhere to the City of Santa Barbara’s Integrated Pest Management Program and are restricted to Green and Yellow category pesticides, while operations must comply with state public health laws under California Health and Safety Code §§ 2000–2067, which mandate immediate abatement upon discovery of mosquito breeding sites. Personnel must follow all airport security protocols, including obtaining credentials, wearing Air Operations Area badges, providing 24-hour advance notice for non-standard access, and avoiding entry into the Controlled Movement Area unless escorted. All work is conducted in accordance with an approved Mosquito Management Plan that must be updated every two years and submitted for formal City approval. Performance is funded through an estimated annual range of $107,793.60 to $130,333.60, reflecting variable material costs based on the selection of mutually exclusive larvicide products, with fixed labor and mileage costs totaling approximately $52,543 and $1,202.60 respectively. Invoices are submitted quarterly and must include detailed records of labor hours, materials used, and expenses, with payments processed by the City of Santa Barbara’s Airport Administration accounting office upon receipt, subject to a 2% late fee. The City’s Airport Facilities Manager serves as the primary technical point of contact, while all inspections and service acceptance occur on-site at the airport, governed by state-mandated public health standards rather than federal or commercial quality systems. No formal federal acquisition clauses, solicitation numbers, or evaluation criteria apply, as this is a state-level intergovernmental agreement with no commercial contractor involved; instead, it relies on mutual agreements for scope changes, environmental compliance via CEQA exemptions, and adherence to local and state legal authority for vector control.
