Memorandums of Understanding and Mosquito Management Plan to provide mosquito management services to Storke Ranch for fiscal years 2025-2026 and 2026-2027

The Mosquito and Vector Management District of Santa Barbara County will provide mosquito management services at the Storke Ranch Wetland for fiscal years 2025-2026 and 2026-2027. Starting October 2, 2025, the district will conduct surveying through adult trapping and larval inspections, applying chemical, biological, and microbiological agents to suppress infestations. All materials used must be organic or environmentally preferred alternatives, applied in dry form as pellets, tablets, or briquettes in strict accordance with product labels. The district is required to maintain detailed records of labor and materials and must update the Mosquito Management Plan every two years to include projected costs and long-term control strategies. This agreement is structured on a time and materials basis, with specific hourly rates for lead technicians, biologists, and seasonal staff. Invoicing occurs approximately every six months, though application fees are billed as incurred, and payments are due upon receipt. The district must maintain general liability insurance of at least 3 million dollars and statutory workers compensation coverage. The project is designated as exempt from further environmental review under CEQA due to its ministerial nature and the statutory obligation to abate mosquito nuisances.
