AI Contract Overview
The contract is for the procurement of mepivacaine hydrochloride injection, USP, in 3% concentration, packaged in 1.7 or 1.8 mL cartridges, with the Unit of Issue (U/I) defined as “PG” equaling 50 units per pack. The material must be commercially packaged in sealed unit containers that protect against damage and breakage, with exterior shipping containers suitable for safe delivery by common carrier at the lowest rate to the designated destination in Suffolk, Virginia. Packaging must comply with Medical Marking Standard No. 1 (MMS No. 1), which supersedes MIL-STD-129 for non-radioactive medical items, and all packaging must be properly marked with the NSN, manufacturer name and CAGE code, date of manufacture, expiration or retest date, contract number, and lot number. The product must have a shelf life of 24 months, non-extendable, and no more than three months may have elapsed from the date of manufacture to the date of delivery. The material is not classified as hazardous per FED-STD-313 and thus must be packaged according to ASTM D3951, but all requirements from the DLA Master List of Technical and Quality Requirements take precedence. Delivery is required within five days after award, FOB destination, with no tolerance for quantity variance. Inspection and acceptance occur at the destination. The item is subject to cybersecurity compliance requirements under DFARS 252.204-7012 and 252.204-7020, and contractors must comply with employment, whistleblower, and other federal regulations. All proposals must be submitted electronically via the DLA Internet Bid Board System before the deadline of May 19, 2026, and must include valid UEI and CAGE codes. Payment is processed through WAWF, and the contract falls under simplified acquisition procedures with a potential firm-fixed-price structure, though the final contract type is to be determined by the contracting officer. The contract mandates that the supplier be registered in SAM and meet all socioeconomic representation requirements as applicable.
