AI Contract Overview
The solicitation issued by the Army Contracting Command – Detroit (ACC-DTA), identified as W912CH26R0069, is a total small business set-aside Request for Information focused on the procurement of Mercedes trucks, associated spare parts, and training. The contracting activity seeks manufacturers capable of supplying 2026 model year Mercedes Zetros 4x4 cargo trucks and spare components compliant with detailed technical, durable, and operational standards tailored to U.S. Department of Defense requirements. The vehicles must meet strict performance and configuration criteria including a EURO 3 diesel engine, 5-ton payload capacity, ABS, NATO 12-pin trailer connectors, corrosion protection, bilingual labeling in French and English, and a full troop seating capacity. Two five-gallon jerry cans properly labeled for diesel and potable water are also required as part of the delivery package, along with specific marking and preservation standards, notably corrosion protection applied post-DCMA inspection when sea transport is involved. The solicitation emphasizes compliance with administrative protocols such as valid registration in the System for Award Management (SAM), possession of a current CAGE code, and adherence to NAICS code 336120 (Heavy Duty Truck Manufacturing). Submission requirements include vendor qualifications, business size status, manufacturing expertise, commercial availability, past performance information, delivery capabilities, and anticipated periods and places of performance. Notably, no traditional FAR contract clauses, invoicing instructions, or detailed pricing data are provided, as this is a market research instrument rather than a binding contract. The primary point of contact is Justine Broughton of ACC – Detroit, who manages inquiries and receipt of proposals submitted via email or physical mail. While explicit evaluation factors, payment details, and detailed contract administration clauses are absent, the solicitation mandates firm adherence to technical vehicle specifications, bilingual documentation, and compliance with U.S. government registration and certification standards, setting the foundation for potential future firm-fixed-price contracting with small businesses.
