AI Contract Overview
The National Institute of Diabetes and Digestive and Kidney Diseases, through its Phoenix Epidemiologic and Clinical Research Branch, is seeking to procure a metabolic measurement system designed to accurately assess oxygen consumption, carbon dioxide production, ventilation, and energy expenditure in human participants. This equipment is essential for advancing research in metabolic diseases such as obesity and diabetes by enabling precise analysis of respiratory gas exchange and metabolic responses during both rest and physical activity. The current system being used has reached the end of its useful life, necessitating a replacement to ensure the continuation of reliable and high-quality metabolic data collection. The new system must be capable of conducting resting metabolic testing as well as graded exercise testing and must integrate seamlessly with a research-grade treadmill to facilitate controlled physical activity during measurements. This integration is critical to support studies evaluating exercise physiology in human subjects. The solicitation for this acquisition was posted in May 2026, with a response deadline shortly thereafter, and the work will be performed in Bethesda, Maryland. The contract is managed by the NIH, under the Department of Health and Human Services, and the primary point of contact is Vishnuvajjala Hanumanth Rao. This procurement aims to upgrade the research infrastructure for metabolic studies, maintaining the branch’s ability to conduct cutting-edge human metabolic research.

Full Description
The Phoenix Epidemiologic and Clinical Research Branch (PECRB), National Institute of Diabetes and Digestive and Kidney Diseases, National Institutes of Health, requires a metabolic measurement system capable of measuring oxygen consumption, carbon dioxide production, ventilation, and energy expenditure in human research participants.
The equipment will be used to conduct human physiology research studies focused on metabolic disease, including obesity, and diabetes. These studies require accurate measurement of respiratory gas exchange and metabolic responses during both resting conditions and physical activity.
The current metabolic measurement system used by PECRB is approaching the end of its operational lifespan and requires replacement to maintain reliable metabolic data collection. Acquisition of a new system will ensure the continued ability to perform metabolic testing and exercise physiology studies in human research participants.
The metabolic measurement system must support both resting metabolic testing and graded exercise testing and must integrate with a research grade treadmill to allow controlled physical activity during metabolic measurements
