National Cancer Institute (NCI), Center for Cancer Research (CCR) plans to procure, on a sole source basis, metabolomic analyses from the French National Institute for Agricultural Research (INRA), 180 Chemin de Tournefeuille, BP93173, F-31027 Toulouse cedex 3, France. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1 (b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitionist. The North American Industry Classification System code is 541380 and the business size standard is $15M. It has been determined there are no opportunities to acquire green products or services for this procurement. The National Cancer Institute (NCI), Center for Cancer Research (CCR), has selected specific samples of serum and liver from an inter-agency study investigating peri- and post-natal effects of Tetrabromobisphenol A (TBBPA) in Wistar Han IGS rats for global genomic characterization of endocrine disrupting chemical (EDC) effects on endogenous metabolism (metabolomics) using nuclear magnetic resonance (NMR) and liquid chromatography high resolution mass spectrometry (LC-HRMS). The purpose of this project is to: 1) determine metabolomic fingerprinting of biotransformation pathways and toxicological endpoints following peri- and post-natal TBBPA exposure in rats and 2) use genome-scale metabolic network modeling to identify mechanistic pathways for these endpoints to address human exposure issues. The results of these analyses will be combined with other biological endpoints being investigated at the National Toxicology Program and National Institute of Environmental Health Sciences to further substantiate the chemical basis of metabolic disease risk. The Metabolism of Xenobiotics team at the Research Center for Food Toxicology (TOXALIM) at the French National Institute for Agricultural Research (INRA) has developed a specific analytical and bioinformatics pipeline, including the MetExplore webserver (www.metexplore.fr) to address the question of how to decipher the mechanisms of action of low dose EDCs through unbiased/untargeted global approaches to toxicology. The team has been involved in studies related to EDCs for over 20 years, focusing on the relationship between biotransformation pathways and toxicological endpoints related to human exposures. NCI CCR requires NMR metabolomics and statistical analysis along with annotation of NMR longitudinal analysis and LC-HRMS metabolomics, annotation, and data integration of rat serum and liver tissue from pre- and post-natal rats exposed to Tetrabromobisphenol A determined at INRA/TOXALIM using the AXIOM platform. The goal is to describe the genome-level changes caused by peri- and post-natal exposure to EDCs like TBBPA and to use experimental systems to define the biological mechanism of such changes. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 3:00 PM ET, on April 9, 2018. All responses and questions must be via email to Miguel Diaz, Contracting Officer at contact@example.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must be registered and have valid certification through SAM.GOV and have Representations and Certifications filled out. Reference: N02RC85010-45 on all correspondence.
