METAL BAR, SHEET, & PLATE

This contract is a pre-solicitation notice for a long-term Indefinite Quantity Contract focused on supplying a wide variety of bulk-metal products classified under Federal Stock Classes 9510 and 9515. The contract will be structured with a two-year base period and three one-year option periods. Pricing will be firm-fixed with an economic price adjustment clause. The materials required include carbon steel bars, sheets, and plates, which have been segmented into two separate lots; awards may be made on a per-lot basis, and bidders are not obligated to bid on both. Selected contractors must maintain inventory and fulfill Defense Supply Center Philadelphia (DSCP) customer orders on an off-the-shelf, direct delivery basis within the stipulated delivery timelines, confined to deliveries within the continental U.S. Only contractors listed on the Bulk Metals Qualified Supplier List for Defense (QSLD) are eligible for award, and they must have Electronic Data Interchange (EDI) capabilities throughout the contract duration, as orders will be placed through the Paperless Ordering Placement System (POPS). The solicitation will be officially released in the future and will be accessible on the DIBBS platform, allowing all responsible sources to submit proposals for consideration.
