Carbon Border Adjustment Mechanism Study RFIThe Department of Energy’s National Energy Technology Laboratory is seeking information from U.S. industry, academia, research institutions, trade associations, and technology providers to support a Congressionally mandated study on the carbon intensity of U.S. manufactured goods in comparison to international counterparts, specifically in relation to the European Union’s Carbon Border Adjustment Mechanism. The focus areas include iron and steel, aluminum, cement, fertilizers, and hydrogen, with detailed data requested on emissions of carbon dioxide, nitrous oxide, and perfluorocarbons tied to specific production processes. Respondents are asked to provide facility-level or product-level information on energy use, fuel and feedstock consumption, electricity sources, recycling inputs, coproducts, and associated emissions, alongside details on calculation methodologies such as ISO 14040/14044 or the GHG Protocol, and comparisons to EU CBAM boundaries. The study aims to generate a transparent, data-driven analysis of average emissions intensities for U.S. goods under relevant tariff codes, with outputs intended to inform U.S. policy and industry preparedness. This RFI is strictly for informational purposes and does not constitute a solicitation for proposals or a commitment to award contracts; respondents bear all costs associated with participation and will not be reimbursed for data collection or submission efforts. Data must be submitted by September 2, 2026, and should include a concise narrative (maximum three pages) and supporting Excel appendices, with all submissions sent via email to CBAMStudyRFI@netl.doe.gov. Any information considered confidential must be clearly marked with two submitted versions—one fully marked as confidential and one redacted to exclude proprietary content—following strict labeling protocols outlined in 10 CFR 1004.11. The agency encourages participation from producers, trade associations, LCA and TEA experts, software providers, and other stakeholders with relevant data or analytical capabilities, particularly those familiar with U.S. production practices, emissions reporting frameworks, or international trade implications. Responses will help shape a national assessment to evaluate potential impacts of EU carbon regulations on U.S. exporters and potentially inform future policy recommendations.
