The meters must comply with strict packaging and quality control requirements as specified by various Department of Defense (DoD) and Defense Logistics Agency (DLA) standards, including MIL-STD-129 for marking and MIL-STD-2073-1E for packaging. The items are considered critical application items and are subject to rigorous sampling and inspection procedures in accordance with MIL-STD-1916 or equivalent zero-based sampling plans. The contract prohibits the intentional use or contact with mercury or mercury-containing compounds in the hardware or supplies, except for specified exceptions such as functional mercury in batteries and certain instruments. The contract specifies that acceptance and inspection points are at the destination, with no quantity variance allowed. The items must be delivered FOB origin to the DLA Distribution San Joaquin warehouse in Tracy, California. Packaging must follow DLA's RP001 requirements ensuring protection of delicate instrumentation, and all preservation, packaging, and handling must avoid mercury contamination. The solicitation was issued by the ASC Supplier OEM Division under the Department of Defense, with a response deadline shortly after the posting date.
