The New York State Department of Environmental Conservation (NYSDEC), Office of Climate Change, is seeking bids for the procurement and delivery of a methane analyzer integrated into an eddy covariance instrument package designed to measure methane fluxes across landscapes. This equipment is essential for supporting the state's efforts to monitor and report on greenhouse gas emissions, particularly from landfills, which are a significant and complex source of methane emissions. Accurate measurement of landfill emissions requires capturing both diffuse and point-source emissions continuously, considering various factors such as waste composition, age, climate conditions, and landfill operations. The contract aims to enhance the state's ability to use scientific methods and field data to improve emission estimates in compliance with the requirements of the NYS Climate Law, which mandates annual statewide greenhouse gas reporting. The contract, valued between $500,000 and $1,500,000, is scheduled to run from January 3, 2026, through March 31, 2027, and will be executed in Albany, NY. Bidders must adhere to state procurement guidelines and lobbying restrictions, with all questions directed to the designated Contract Management Specialist, Adam Orlando. The procurement process emphasizes the importance of innovative, scientifically sound measurement tools to support environmental monitoring and policy development, with no set-aside for service-disabled veteran-owned businesses. The response deadline is December 3, 2025, and the project underscores New York's commitment to advancing climate change mitigation through improved emission quantification techniques.

Full Description

The New York State Department of Environmental Conservation (NYSDEC), Office of Climate Change is soliciting bids for the purchase and delivery of a methane analyzer integrated into an eddy covariance instrument package that is capable of quantifying methane fluxes at a landscape scale. Section 75-0105 of the NYS Climate Law requires the DEC to issue a report on statewide greenhouse gas emissions annually. The report must include all emission sources in the state and use 'the best available science and methods of analysis, including the comparison and reconciliation of emission estimates from all sources... field data, and peer-reviewed research. The law specifically calls out landfills for inclusion in the report; they are a recognized significant source of methane to the atmosphere and the dominant emissions source in the waste sector. Landfill methane emissions are difficult to quantify using typical activity data (e.g. the volume or mass of waste in place) because they also depend on the composition of that waste, the age of the waste, climate conditions, and the landfill’s specific engineering design and operations and maintenance. Direct measurements of landfill emissions are important but difficult to make because they need to be able to capture both diffuse (e.g. through the landfill cover) and point-source type emissions (e.g. wells, leachate pumps, cover holes) as well as make measurements continuously in order to capture emission fluctuations that happen with weather and operational changes. Offerors shall adhere to the NYS Department of Environmental Conservation Guidelines Regarding Permissible Contacts During a Procurement and the Prohibition of Inappropriate Lobbying Influence. All correspondence and/or questions relating to this procurement should be directed to the Department’s primary contact. Service-Disabled Veteran-Owned Set Aside: No Due date:12/03/2025 11:00 AM Contract term: 01/03/2026 - 03/31/2027 County(ies): Albany Location: 625 Broadway, Albany, NY 12233-1080 Business entities awarded an identical or substantially similar procurement contract within the past five years: None.
