Commercially Available Distance Measuring Equipment (DME) Power Meters
Solicitation # FAA-DME-PWRMTR-MSA2026
The Federal Aviation Administration is conducting a market survey under solicitation FAA-DME-PWRMTR-MSA2026 to identify commercially available power meters and power sensors used for the installation and maintenance of Distance Measuring Equipment facilities. This announcement is for informational purposes to help the agency develop a future acquisition strategy before the current contract expires in 2027; it is not a formal request for proposals or a binding solicitation. The agency is seeking information on equipment that meets specific technical standards, including a frequency range of 960 MHz to 1215 MHz, a testing bandwidth of at least 1.5 MHz, an input dynamic range of at least 65 dB, and a Type N female 50 ohm connector. Interested respondents must submit a response by November 23, 2026, to Michael Jones and Victor Jefferson. Submissions are limited to 10 pages and must include a requirements matrix, technical specifications, illustrative drawings, and rough order of magnitude pricing. Additionally, vendors must provide data on annual production capacity, the percentage of components manufactured in the USA, and current deployment quantities. This acquisition is designated as sensitive unclassified information, and any proprietary data submitted must be clearly marked to ensure it remains restricted to the FAA acquisition team.

The New York State Department of Environmental Conservation (NYSDEC), Office of Climate Change, is seeking bids for the procurement and delivery of a methane analyzer integrated into an eddy covariance instrument package designed to measure methane fluxes across landscapes. This equipment is essential for supporting the state's efforts to monitor and report greenhouse gas emissions, particularly from landfills, which are a significant source of methane. The project aligns with Section 75-0105 of the NYS Climate Law, requiring an annual statewide emissions report that incorporates the latest scientific methods, including direct field measurements to accurately quantify diffuse and point-source landfill emissions, which are challenging to estimate through traditional activity data alone. The contract, scheduled to commence in early January 2026 and extend through March 2027, is located in Albany, NY. Bidders must adhere to specific procurement guidelines, including restrictions on lobbying and permissible contacts. The solicitation emphasizes the importance of continuous, comprehensive measurements to capture emission fluctuations influenced by weather and operational changes at landfills. The deadline for responses is December 3, 2025, and interested parties are directed to contact designated department representatives for further information. This procurement does not prioritize service-disabled veteran-owned businesses and involves no previous awards of similar contracts within the past five years.

Full Description

The New York State Department of Environmental Conservation (NYSDEC), Office of Climate Change is soliciting bids for the purchase and delivery of a methane analyzer integrated into an eddy covariance instrument package that is capable of quantifying methane fluxes at a landscape scale. Section 75-0105 of the NYS Climate Law requires the DEC to issue a report on statewide greenhouse gas emissions annually. The report must include all emission sources in the state and use 'the best available science and methods of analysis, including the comparison and reconciliation of emission estimates from all sources... field data, and peer-reviewed research." The law specifically calls out landfills for inclusion in the report; they are a recognized significant source of methane to the atmosphere and the dominant emissions source in the waste sector. Landfill methane emissions are difficult to quantify using typical activity data (e.g. the volume or mass of waste in place) because they also depend on the composition of that waste, the age of the waste, climate conditions, and the landfill’s specific engineering design and operations and maintenance. Direct measurements of landfill emissions are important but difficult to make because they need to be able to capture both diffuse (e.g. through the landfill cover) and point-source type emissions (e.g. wells, leachate pumps, cover holes) as well as make measurements continuously in order to capture emission fluctuations that happen with weather and operational changes. Offerors shall adhere to the NYS Department of Environmental Conservation Guidelines Regarding Permissible Contacts During a Procurement and the Prohibition of Inappropriate Lobbying Influence. All correspondence and/or questions relating to this procurement should be directed to the Department’s primary contact. This program provides matching grants to eligible rural fire departments for the purchase of wildland firefighting suppression supplies. To be eligible, departments must be comprised of at least 80 percent volunteer personnel and serve a rural area, defined as a town or village with a population of 10,000 or less based on the 2020 Census. Selected departments can receive a maximum award of 3,500 dollars, which must be matched 50/50 by the recipient. Grant funds must be used for items directly related to wildland firefighting that benefit the local rural community, with a restriction that no individual item exceeds 9,999 dollars. Selection is based on the department's funding history over the previous five years, whether it is a newly formed establishment, and the presence of a Native American community within its jurisdiction. The program operates under federal guidelines from the US Forest Service and the Cooperative Forestry Assistance Act of 1978. Applications are accepted through December 30, 2026.
