NEW - Air Force Installation and Mission Support Center (AFIMSC) Streamlining Procurement for Effective Execution & Delivery (SPEED) Commercial Solutions Opening (CSO)
Solicitation # FA890326SC001
The Air Force Installation and Mission Support Center (AFIMSC) has established the Streamlining Procurement for Effective Execution and Delivery (SPEED) Commercial Solutions Opening (CSO) to rapidly acquire innovative commercial items, technologies, and services. Operating as a blanket vehicle from September 1, 2025, through August 31, 2030, the SPEED CSO utilizes a multi-spiral evaluation process to identify solutions that close capability gaps across various Areas of Interest (AoIs). These interests include BRAC portfolio management, data science frameworks, resilient expeditionary facility prototypes, RF spectrum monitoring, and the modernization of Civil Engineer IT systems. The program is open to all interested vendors, including small businesses and non-traditional defense contractors, and allows for awards via FAR Part 12 Commercial Item Procedures or Other Transaction (OT) agreements under 10 USC 4022. The acquisition process is designed for agility, requiring initial submissions in the form of short solution videos or concise written briefs. Technical proposals are evaluated based on the merit and risk of the approach, the realism of the performance schedule, and the fairness of the proposed price. Security requirements vary by project, with some necessitating Tier 1 or Tier 3 clearances and compatibility with NIPR and SIPR environments. All awarded entities must be registered in the System for Award Management (SAM) and utilize the Wide Area Work Flow (WAWF) system for invoicing. Performance for individual awards is determined by the specific AoI call, though the overall vehicle allows for performance to extend up to 12 months beyond the formal ordering period.

AFTAC Commercial Solutions Opening (CSO) 2024
Solicitation # FA702224SC001
The Air Force Technical Applications Center (AFTAC) has issued Commercial Solutions Opening (CSO) solicitation FA702224SC001 to acquire innovative commercial technologies that support nuclear treaty monitoring and the counter-proliferation of weapons of mass destruction. This competitive solicitation, conducted under FAR 6.102 and DFARS Subpart 212.70, seeks solutions across eight specific topic areas: geophysics and seismology, atmosphere and space, directed energy weapons, nuclear and nuclear-related materials analysis, materials modeling and analysis, enterprise-wide integration and architecture modernization, enterprise asset and lifecycle management improvements, and high-performance secure cloud computing and DevOps solutions. Awards may be granted as traditional contracts or other transactions under 10 U.S.C. 4022, with all acquisitions treated as commercial items. The solicitation employs a two-phase selection process based on technical merit, importance to agency programs, and funding availability. In Phase I, offerors submit a quad chart and a white paper of no more than five pages for peer or scientific review. Only invited offerors proceed to Phase II, which requires a detailed technical proposal, a statement of work, and a price proposal. Proposed projects must not exceed a five-year period of performance, with an estimated start date approximately 90 days after proposal submission. Evaluation emphasizes the technology readiness level (TRL) of the proposed solution, and the government maintains strict confidentiality and non-disclosure protections for all proprietary data and source selection information.

DARPA's Commercial Solutions Opening (DCSO) for Commercial Strategy
Solicitation # HR001126RE007
The Defense Advanced Research Projects Agency (DARPA) is soliciting Commercial Solutions Proposals (CSPs) under solicitation HR001126RE007 to transition DARPA-funded research and development into practical military and civilian capabilities. A central component of this effort is the Embedded Entrepreneurship Initiative (EEI), which aims to pair technical performer teams with experienced business talent to accelerate commercialization, reduce business risk, and attract private investment. The program focuses on developing value propositions, conducting competitive and techno-economic analyses, and creating comprehensive commercialization and intellectual property strategies. Offerors may also propose an optional Minimum Viable Product (MVP) plan to demonstrate utility and market entry. The government may award either a fixed-price FAR-based procurement contract or an Other Transaction (OT) for Prototypes under 10 U.S.C. 4022. While there is no formal ceiling, DARPA highly encourages base proposals to be limited to 350,000 dollars or less to expedite the evaluation and award process. Proposals are evaluated based on their potential contribution to the DARPA mission, commercialization readiness, and price fairness, though they are not ranked against one another. Key requirements include the identification of a qualified Embedded Entrepreneur as the sole key personnel, registration in the System for Award Management (SAM), and maintenance of CMMC Level 1 certification. All proposals must be submitted in unclassified format to [email hidden] by April 30, 2027.

Air Force Installation and Mission Support Center (AFIMSC) STREAMLINING PROCUREMENT FOR EFFECTIVE EXECUTION & DELIVERY (SPEED) Commercial Solutions Opening (CSO)
Solicitation # FA800325SC001
The Air Force Installation and Mission Support Center (AFIMSC) has established the Streamlining Procurement for Effective Execution and Delivery (SPEED) Commercial Solutions Opening (CSO), solicitation number FA8003-25-S-C001. This open, blanket CSO operates from September 1, 2025, to August 31, 2030, and is designed to facilitate the competitive procurement of innovative commercial items, technologies, and services. The program utilizes a multi-spiral solicitation process involving Area of Interest (AoI) calls, where the government seeks innovative solutions to meet specific Air Force needs. A notable example is the AFCEC CE IT Portfolio Optimization initiative, which seeks IT solutions to improve portfolio rationalization, cybersecurity, and data governance for the Air Force Civil Engineer Center. The CSO is a full and open acquisition available to small businesses and non-traditional contractors. Awards may be made as fixed-price contracts under FAR Part 12 or via Other Transaction Authority (OTA), with the Contracting Officer reserving the right to negotiate terms and payment conditions. Evaluation is based on pass/fail gates regarding the technical approach, performance schedule, and price reasonableness. Submissions for AoI calls may take the form of a five-page written brief or a five-minute video. The majority of work is expected to be performed at non-government facilities, though some efforts may require access to DoD installations and networks. All offerors must be registered in the System for Award Management (SAM) and possess a Unique Entity ID (UEI) to be eligible for award.

UPDATE: The Response date for this RFI has been extended to no later than 5:00 p.m., Eastern Time, January 14, 2022. All submissions must be electronically submitted to contact@example.gov as a PDF document. Request for Information - Methods for Evaluating Analytic Quality of Reasoning RFI Number: IARPA-RFI-22-02 Description Request for Information (RFI): Methods for Evaluating Analytic Quality of Reasoning IARPA is seeking information on methods for evaluating the quality of reasoning in analytic reports on real-life complex issues (e.g., political, social, economic, military, environmental). This RFI is issued for planning purposes only and does not constitute a formal solicitation for proposals or suggest the procurement of any material, data sets, etc. Background and Scope IARPA is interested in techniques to measure how well analytic reports: - Address all key pieces of evidence, both supporting and contrary; - Properly evaluate the evidence; and - Make appropriate and accurate inferences from the evidence. IARPA is especially interested in how to measure the quality of reasoning for analytic reports on real-life, complex issues. IARPA is less interested in artificial problems for which all relevant information has been provided. IARPA is particularly interested in objective measures. Measures of reasoning quality should: - Be appropriate both for reports that make forecasts and for those that do not; - Assess quality of reasoning in cases where ground truth is not known and may never be known; and - Apply to a wide range of analytic subjects including political, social, economic, military, and environmental. The purpose of this RFI is to identify innovative methods to measure the reasoning quality of analytic reports. Responses to this RFI should answer any or all of the following questions, providing relevant references to support your answers: 1. What methods exist for assessing the quality of reasoning in analytic reports? Are these methods domain-specific or do they have broader topical applicability? 2. If a reasoning quality evaluation method has been tested, what performance statistics have been collected? Are these in-sample or out-of-sample results? 3. If a measurement includes expert judgments, how are those judgments elicited? What is the inter-rater reliability for these judgments? How much time is required to train the judges on the process? How long does it take to evaluate a typical report? 4. If a method is automated, how was it trained? How often is the method retrained and/or reevaluated? 5. How does the method distinguish quality of reasoning from quality of writing? Preparation Instructions to Respondents IARPA requests that respondents submit responses to the above questions for use by the Government in formulating the evaluation methodology for a potential program. IARPA requests that submittals briefly and clearly address the questions above. This announcement contains all of the information required to submit a response. No additional forms, kits, or other materials are needed. IARPA welcomes responses from all capable and qualified sources from within and outside of the U.S. Reponses must meet the following formatting requirements: 1. A one-page cover sheet that identifies the title, organization(s), respondent's technical and administrative points of contact - including names, addresses, phone and fax numbers, and email addresses of all co-authors, and clearly indicating its association with IARPA-RFI-22-02; 2. A substantive, focused, one-half page executive summary; 3. Responses to the above questions. Responses should be limited to 1 page per question addressed. Responses should be in minimum 10-point Times New Roman font, appropriate for single-sided, single-spaced 8.5 by 11-inch paper, with 0.5-inch margins; 4. A list of citations (any significant claims or reports of success must be accompanied by citations). There is no page limit for citations. Submission Instructions to Respondents Responses to this RFI are due no later than 5:00 p.m., Eastern Time, December 13, 2021. All submissions must be electronically submitted to contact@example.gov as a PDF document. Inquiries to this RFI must be submitted to contact@example.gov. Do not send questions with proprietary content. No telephone inquiries will be accepted. Disclaimers and Important Notes This is an RFI issued solely for information and planning purposes and does not constitute a solicitation or authority to enter into negotiations for a contract. Respondents are advised that IARPA is under no obligation to acknowledge receipt of the information or to provide feedback to respondents with respect to any information submitted under this RFI. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. IARPA will not provide reimbursement for costs incurred in responding to this RFI. It is the respondent's responsibility to ensure that the submitted material has been approved for public release by the information owner. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited, nor is the Government obligated to issue a solicitation based on responses received. No proprietary and no classified concepts or information shall be included in the submittal. However, should a respondent wish to submit classified concepts or information, prior coordination must be made with the IARPA Chief of Security. Email the Primary Point of Contact with a request for coordination with the IARPA Chief of Security.
