The Department of Transportation's Federal Transit Administration (FTA) plans to award a sole-source, follow-on task order to Urban Engineers, the current Project Management Oversight Services Contractor for the Metropolitan Transit Authority (MTA) projects. This task order is a continuation of previous work supporting major infrastructural initiatives such as the East Side Access and Second Avenue Subway projects. The follow-on award is justified on the grounds of economy and efficiency, as it is a seamless extension of an existing contract that allows for consistency and continuity of oversight services. The primary objective of the new task order is to advance the development of a singular technical Request for Proposal (RFP) package specific to the MTA project. The award will be made under the NAICS code 541611 and managed by the Office of Acquisition Management within the Department of Transportation, with the place of performance in Philadelphia, Pennsylvania. The justification for bypassing the usual competitive bidding, as per FAR Part 6.302, has been formally documented and approved. The contract specialist overseeing this award is Tonya A. Better, who can be contacted for further details. This contract represents a critical step in maintaining project oversight continuity for these significant transit infrastructure developments.

Full Description

The Department of Transportation/ FTA intends to award a sole source, follow-on task order to Urban Engineers. Urban Engineers is the Project Mangement Oversight Services Contractor (PMOC) of record for the Metropolitan Transit Authority (MTA) project. The original task order was awarded in support of the East Side Access (ESA), Second Avenue Subway, SAS and the MTA project; this is a logical follow-on for this requirement. The task order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract. This new task order will be issued to continue the development of a single technical RFP package for the MTA project. The justification for the exception to fair opportunity for a sole source as "follow-on" contract for this project has been documented and approved per FAR Par 6.302 and is included in the official contract file.
