Aviation Operations Center (AOC)- Building Engineer Report (BER)
Solicitation # 15DDHQ27R00000001
Solicitation 15DDHQ27R00000001 is a request for proposals from the Department of Justice, Drug Enforcement Administration, to obtain a Building Engineer Report (BER) for the Aviation Operations Center (AOC) located at Alliance Airport in Fort Worth, Texas. This is a 100% small business set-aside procurement conducted under FAR Part 12 for commercial services, with the government intending to issue a single firm fixed price purchase order. The scope of work requires a comprehensive inspection of the building's interior, exterior, and grounds, covering structural elements, HVAC, plumbing, electrical, life safety, and force protection. Key deliverables include a summarized BER based on a Building Condition Assessment with cost estimates and photographs, a detailed scheduled operations and maintenance plan, and a list of potential energy conservation improvements. Proposals must be submitted electronically to Jose Marin by November 30, 2026, and must be divided into a technical volume and a business volume. The technical volume is limited to 20 pages and will be evaluated based on technical capability, key personnel qualifications, and past performance. These non-price factors are significantly more important than price, although price will be evaluated for reasonableness. Award will be based on the best value to the government. Contractors must comply with strict security requirements, including the submission of Facility Access Request forms, execution of non-disclosure agreements, and completion of mandatory cybersecurity and privacy training. Performance is structured across several tasks, with the final BER due two weeks after the review meeting.

Solicitation 15DDHQ26R00000008 is a Request for Proposal issued by the Drug Enforcement Administration for a Building Condition Assessment and Building Engineering Report for the Aviation Operations Center located at Alliance Airport in Fort Worth, Texas. This 100 percent Small Business set-aside seeks a single firm-fixed-price purchase order to conduct a thorough visual inspection of a 155,238 square foot building and its 12.3 acre site. The objective is to identify repair and alteration projects for short-term operational continuity over the next five years and plan for major capital investments beyond that period, including the identification of energy conservation improvements. The scope specifically excludes destructive inspections. The period of performance is scheduled from December 13, 2026, to December 12, 2027. Award will be based on best value, where technical capability, key personnel, and past performance are combined as significantly more important than price. Required key personnel include a Project Manager, Project Architect, Civil Engineer, and specialized engineers for mechanical, electrical, and fire protection systems, each with specific experience managing projects of 200,000 square feet or more. Proposals must be submitted in two separate volumes, technical and business, by November 6, 2026.
