The Strategic Technology Office of DARPA plans to issue a request for proposal to the MEMS and Nanotechnology Exchange to support the DARPA M-GRIN program. This effort focuses on establishing a short-term distributed design and fabrication testbed called the GRIN Exchange, enabling participants to develop advanced optical systems through shared access to design tools, fabrication foundries, and testing facilities. The MEMS and Nanotechnology Exchange is uniquely qualified to provide the required specialized design and technical support, coordination with foundries, metrology services, and proprietary software for customer ordering and tracking, as no other providers with similar capabilities have been identified. This notice clarifies that it is not a solicitation for competitive proposals nor a guarantee of contract award, and the government is under no obligation to proceed or reimburse any costs incurred by interested parties. The contract relates to the NAICS code 541712 and falls under the Department of Defense. For additional information or inquiries, the designated contact is Contracting Officer Tina Stuard. The overall objective is to leverage the MEMS and Nanotechnology Exchange’s unique resources to further the development of next-generation optical technologies within the M-GRIN program’s framework.

DARPA-SN-11-13 GRIN Exchange Fifteen days after publication of this notice, the Strategic Technology Office (STO) of the Defense Advanced Research Projects Agency (DARPA) intends to issue a request for proposal to the MEMS and Nanotechnology Exchange at the Corporation for National Research Initiatives in support of the DARPA M-GRIN program. DARPA requires highly specialized design and fabrication support services to aid in the development of a short-term distributed design and fabrication testbed (the "GRIN Exchange") to allow participants to develop next-generation optical systems with access to common design tools, fabrication foundries, and testing facilities. As the nation's leading provider of high-quality foundry and consulting services, the MEMS and Nanotechnology Exchange is capable of providing design and technical support to customers, coordination with fabrication foundries, a metrology lab and proprietary customer ordering and tracking software, all of which are needed for the GRIN Exchange. No other known capabilities or sources were identified that could meet the requirement of the proposed effort, as the MEMS and Nanotechnology Exchange is the only functioning entity of its kind. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.) Unless otherwise stated herein, no additional written information is available. GENERAL INFORMATION: There is not commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. Point of contact for this synopsis is the Contracting Officer Tina Stuard (tina.stuard@darpa.mil). See Note 22.

Intrinsic Market Resilience (IMR)
Solicitation # DARPA-PS-26-138
The Intrinsic Market Resilience (IMR) program, solicited by the DARPA Information Processing Techniques Office under DARPA-PS-26-138, is a 32-month initiative spanning Fiscal Years 2027 through 2029. The program aims to protect essential U.S. economic sectors from systemic risks and adversarial attacks targeting the public interfaces of modern electronic markets. By combining Large Language Model (LLM) automation with rigorous mathematical modeling, IMR seeks to develop tools that automatically translate informal regulatory and technical specifications into formal models to identify hidden weaknesses and recommend structural repairs. The work is divided into three technical areas: TA1 focuses on modeling and analysis, TA2 on resiliency and repair, and TA3 on establishing test and evaluation frameworks to validate the outputs of the first two areas. This procurement is conducted as an Other Transaction (OT) for Prototype Agreement under 10 U.S.C. 4022, with anticipated award ranges of 4.5 to 5 million dollars for TA1, 2.5 to 3 million dollars for TA2, and 5 to 6.5 million dollars for TA3. Eligible participants include small businesses, nonprofit research institutions, and nontraditional defense contractors. Proposers must adhere to strict security requirements, including CMMC Level 1 compliance at award and CMMC Level 2 status or a detailed compliance plan. All information must be handled according to NIST 800-171 and DFARS 252.204-7012 standards. Evaluation is based on technical approach, qualifications, technology transition viability, price, and security, with a particular emphasis on innovation and the feasibility of the proposed technical solution.
