Naval Air Systems Command (NAVAIR) intends to enter into negotiations and subsequently award a new Delivery Order (DO) which will be issued under Basic Ordering Agreement (BOA) N0001923G0002 to Lockheed Martin Rotary and Mission Systems (LM RMS), (CAGE CODE: 03640). This spares buy requirement encompasses a diverse range of aviation and aerospace components. The requested supplies primarily include aircraft structural and mechanical components (such as airframe parts, rotor mechanisms, and hydraulic systems), airborne communication and radar equipment, flight instrumentation, and various electrical and electronic sub-components required for platform maintenance.


This action is intended to be awarded on a sole source basis to LM RMS under the authority permitting other than full and open competition, Title 10, U.S.C. 3204 (a)(1), as implemented by Revolutionary FAR Overhaul (RFO) 6.103-1, " Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." LM RMS is the sole designer, developer, systems integrator, and manufacturer of the MH-60R and MH-60S aircraft and weapon system and, as such, is the only source with the requisite knowledge and skilled personnel, facilities, manufacturing tooling, test equipment, experience, and technical data necessary to provide the required supplies and services.


The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under authority of RFO 6.103-1. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation, which may be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
