Notice of Intent to Sole Source
The Federal Bureau of Investigation (FBI) intends to award a sole source Firm-Fixed-Price (FFP) contract to Harbour Towne Marina LLC, doing business as Harbour Towne Marina, for Miami USERT Boat Slip Rental 2026.
This requirement is for the rental of a commercial marina boat slip to support the operational readiness of the FBI Miami Division Underwater Search and Evidence Response Team (USERT) vessel. The required marina must accommodate a 34-foot rigid hull inflatable boat (RHIB) and provide the operational capabilities necessary to support immediate law enforcement response missions.
This notice is issued for informational purposes only and is not a Request for Quotation (RFQ). The Government does not intend to issue a competitive solicitation unless it determines, based on responses to this notice, that competition is appropriate.
In accordance with FAR 5.207(16)(ii), all responsible sources may submit a capability statement and quotation, which shall be considered by the agency in determining whether to proceed with the contemplated sole source award.
Interested parties shall submit their capability statement and quotation electronically to the Contracting Officer, David P. Yates, at DPYates@fbi.gov. Responses must be received no later than the closing date and time identified in this notice.
The Government will consider all responses received by the closing date and time solely for the purpose of determining whether responsible sources are capable of satisfying the Government's requirements. A determination by the Government not to compete this proposed contract action based upon responses received is solely within the discretion of the Government.
