NASA/GSFC is seeking to upgrade a Micro Pulse Lidar instrument for the Micro Pulse Lidar Network, with an intended sole source procurement from Sigma Space Corporation. The requirement specifies a high precision system featuring a 532 nm diode pumped solid state laser, an athermal Cassegrain telescope, and a Single Photon Counting Module detector. The instrument must include specialized Windows control software, NIST traceable energy measurements, and adhere to strict size, weight, and power constraints while maintaining ANSI Class 2 laser safety and CDRH compliance. The procurement process allows interested organizations to submit capabilities and qualifications to Gilser Nash by September 14, 2016, to determine if the contract will be competed. Delivery is required by December 2016 to prevent project delays. The technical specifications emphasize precise beam diameter, low darkcounts, and specific receiver efficiency, with an optional requirement for co and cross polarization signal measurement capabilities.

NASA/GSFC has a requirement to upgrade an existing Micro Pulse Lidar (MPL) instrument used by the NASA Micro Pulse Lidar Network (MPLNET). NASA/GSFC intends to purchase the item from Sigma Space Corporation. Sigma Space Corporation is the sole manufacturer and seller of the MPL that can meet NASA requirements. To our knowledge, there are no other commercially available MPL products that meet current MPLNET specifications. NASA requires delivery by December 2016 to avoid project delays. Micro Pulse Lidar Specifications: Laser: Diode pumped solid state laser, frequency doubled to emit 532 nm laser pulses. 2500 Hz repetition rate, < 25 uJ/pulse energy. Output beam diameter <= 0.3 mm, M2 < 1.2. Pulse width < 15 ns. Windows control software and interface. Telescope: Athermal Cassegrain design, <= 200 mm. Detector: Single Photon Counting Module (SPCM) models SPCM-AQRH with darkcounts < 100 Hz. Deadtime data provided. Filters: Interference filters <= 0.2 nm FWHM. Out of band rejection > 1e-5, > 20% transmission at laser wavelength. Receiver: < 120 urad FOV, edge blur < 20 urad. Overall receiver efficiency > 10%. Laser-FOV boresight centered accuracy 10 urad. Laser blur e-2 < 15 urad. Emitted laser pulse energy < 10 uJ, expanded to full telescope aperture, with spatial uniformity 10% about center of aperture. Laser-detector afterpulse < 500 Hz. Optical alignment temperature 20-30 C. Data System: Photon counting data capability, analog measurements of temperature and laser energy. Laser trigger control. Windows laptop software, USB interfaces. NIST traceable laser energy measurements to < 10% accuracy. Variable data averaging time from 1 second to 15 minutes. Binary data file output and storage. Real time software control and quick look visualization. Size, Weight, Power: < 400x400x1000 mm; < 30 kg; 120/240 VAC, 50/60 Hz, < 10A Laser Safety: ANSI Class 2, CDRH compliance. Polarization Option: Measurement of co and cross polarization signal returns utilizing variable pulse switching data rates: every pulse, or up to 250 pulse integration. Ability to control rejection of polarization transition pulses from the signal averaging. Gain ratio between co and cross channels < 1%, linear volume depolarization ratio in molecular (particle-free) air < 1%. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Gilser Nash, contact@example.gov, no later than 10:00 a.m. local time on September 14, 2016. Such capabilities/qualifications will be evaluated solely for purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full andd open competition basis, based upon responses to this notice, is solely with th discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman is applicable.
