This contract solicitation requests quotes for the licensing and support of Micro Focus COBOL software, specifically tailored for a server environment using HP Itanium processors running HP-UX 11.23. The requirement includes a server license for COBOL version 5.0 capable of supporting a 4 CPU, 1 core configuration, along with support contracts. The acquisition is unrestricted and targeted at authorized resellers only, ensuring compatibility and consistency with existing Department of Defense systems. Delivery is expected within 15 days of contract award, and the government emphasizes that only quotes from certified resellers will be considered. The contract is structured as a Firm Fixed Price agreement under NAICS code 541519 and adheres to multiple FAR, DFARS, and DFAS clauses governing commercial item procurements. Quotes must be submitted by 1:00 p.m. EST on January 5, 2009, primarily via email. The award will be given to the lowest cost technically acceptable offer, which must include certification of reseller authorization. The primary motivation for this procurement is to maintain a test and development environment that exactly matches the production system, which is being upgraded to a new Itanium-based platform at DECC Ogden. This matching environment is critical as no alternative COBOL-compatible product is known to meet the government’s specific hardware and software compatibility requirements.

Both environments use MicroFocus COBOL as part of the DBMS system. However, the production server is being replaced by the DECC with a new Itanium server. This requires a version of MicroFocus COBOL compatible with the new Central Processor Unit (CPU) chipset and microcode. DECC Ogden has already procured their new copy of MicroFocus COBOL for the new production server. DFAS TSO Indianapolis must now configure a new Itanium server for the DBMS test/development environment and this requires a matching version of MicroFocus COBOL compatible with the new CPU chipset and microcode. There is no known competing product that can substitute the MicroFocus COBOL.
