Micromedex Clinical Evidence Standard Package with RED BOOK - CMOP

The Department of Veterans Affairs, through the National CMOP Office in Leavenworth, Kansas, intends to award a Blanket Purchase Agreement on a sole-source basis to J.E. Federal Enterprises for the Micromedex Clinical Evidence Standard Package with RED BOOK, under FAR 6.103-1(b) and (d) due to the unique nature of the product and the contractor’s established capability. The BPA covers a base period from June 1, 2026, through May 31, 2027, with four additional one-year options extending through May 31, 2031, providing subscription services to all VA CMOP locations including Charleston, SC; Chelmsford, MA; Hines, IL; Lancaster, TX; Murfreesboro, TN; Shawnee, KS; and Tucson, AZ. The requirement includes annual delivery of the Micromedex subscription, quarterly usage reports, and guaranteed system uptime and access, with performance measured strictly in accordance with the attached Performance Work Statement. Invoices must be submitted electronically via the VA’s Tungsten Network, and paper invoices are not accepted. Delivery is FOB Destination to the VA CMOP National Office in Shawnee, Kansas, with shipments coordinated through James Hanspeter. The contractor must comply with multiple FAR and VA-specific clauses covering whistleblower rights, cybersecurity, information system security, accessibility, trafficking in persons, and prohibitions on contracting with inverted domestic corporations. Offerors must submit signed, dated quotes by 3:00 PM CDT on May 26, 2026, including technical descriptions of services, pricing for each CLIN, and a commercially dated price list or catalog within the past 12 months that specifies the product, subscription tier, user counts, and public pricing. Prices must remain firm for 60 days after the quote deadline, and award will be made without discussions based on the best value from both technical and price standpoints, using historical pricing data, an Independent Government Cost Estimate, and the submitted quotation to determine reasonableness. The contractor is prohibited from engaging in requirements development, source evaluation, or acquisition strategy formulation for Micromedex services. All services are nonpersonal and must be delivered by the BPA holder entity, not individual employees.
