Microsoft 365 Education License - Renewal

The Marine Corps University is renewing its annual licensing agreement for Microsoft 365 education suites and complementary productivity and security services under a firm-fixed-price contract valued at $142,957.25 for the period from July 1, 2026, to June 30, 2027. The contract includes 1,250 Microsoft 365 A5 Faculty licenses, 50,000 Microsoft 365 A5 Student licenses (provided at no additional cost), 20 Planner and Project Plan 3 licenses, 60 Power Automate Premium licenses, 30 Visio Plan 2 licenses, 50 Power Apps Premium licenses, and 25 Microsoft Defender for Business licenses. All licenses are commercial items procured under FAR 52.212-4 and delivered via F.o.b. Destination to Quantico, Virginia, with final inspection and acceptance performed by the Government at the designated delivery point. The acquisition is a total small business set-aside under NAICS code 541519, with eligibility restricted to small business concerns, including women-owned and economically disadvantaged women-owned small businesses. Security and compliance requirements are enforced through DFARS clauses related to cybersecurity, supply chain risk, cyber incident reporting, prohibitions on covered telecommunications equipment, and protection of government information. Item-level identification of all deliverables must comply with MIL-STD-130 and MIL-STD-129, mandating machine-readable Data Matrix barcodes for unique identification and tracking. Contractors must submit electronic receiving reports and payment requests through WAWF and adhere to strict representation and certification obligations in SAM, including valid UEI and socioeconomic status confirmations. Deviations are authorized in several FAR clauses regarding prompt payment, disputes, and system maintenance to accommodate current DoD policies.
