The Defense Information Systems Agency (DISA) plans to raise the ceiling on its existing Microsoft Enterprise Technical Support Services-II (METSS-II) contract with Microsoft Corporation by $400 million, increasing the total value from $927 million to $1.327 billion. This single-award, sole-source Indefinite Delivery/Indefinite Quantity (ID/IQ) contract supports the Department of Defense’s (DoD) IT transformation efforts by providing direct access to Microsoft proprietary code and highly specialized technical support from Microsoft employees with “Blue Badge” credentials. The contract covers critical engineering, maintenance, consulting, and systems integration services to ensure the continuous operation and enhancement of DISA's and the DoD’s global IT infrastructure, especially in areas essential for emergency messaging, situational awareness, and mission-critical IT capabilities. Currently in its second year of a five-year period of performance running from December 2016 to December 2021, this contract is being executed under Federal Acquisition Regulation Part 12, governing commercial item procurement. The acquisition employs a Justification and Approval per FAR 6.302 to facilitate this sole-source procurement. Interested parties are invited to submit capability statements or proposals for consideration before the notice expires, underlining an openness in the agency’s process despite the sole-source nature. The contract reflects a robust partnership between DISA and Microsoft to meet the unique and sensitive IT needs of the DoD through direct technical support from Microsoft’s core engineering teams.
