The U.S. Army Contracting Command at Aberdeen Proving Ground is conducting market research to identify qualified vendors capable of providing commercially available microwave point-to-point communication systems for Foreign Military Sales to Jordan. The requirement calls for approximately 140 microwave radios in a 1+0 configuration, along with ten spare units, high-performance antennas, all necessary mounting hardware, cables, lightning protection, and grounding kits. Systems must operate reliably in extreme desert conditions with temperature ranges from -40°C to +60°C and meet IP66/IP67 or equivalent environmental standards. Each link must support a minimum throughput of 400 Mbps, with site-to-site distances up to 15 km and backhaul links up to 60 km, tower heights up to 60 meters, and achieve 99.999% link availability under harsh environmental conditions including dust, sand, and high winds. Solutions must operate in licensed frequency bands below 8 GHz to avoid interference and feature AES-256 encryption with FIPS 140-2 or FIPS 140-3 validated cryptographic modules, comply with the Trade Agreements Act, and support a centralized Network Management System for remote monitoring and control. A one-year manufacturer warranty and one-week operator and maintainer training conducted in Jordan are required. Interested parties must be SAM-registered with a valid CAGE code and UEI and demonstrate the ability to serve as a single provider for hardware and services, including submitting a rough order of magnitude cost estimate and delivery timeline. Subcontracting or teaming arrangements must be clearly outlined. The government specifies that installation, integration, and commissioning are not included in this solicitation as these will be handled by an existing in-country subcontractor; however, installation kits must be provided with each radio. All submissions must be received via email by 3:00 p.m. EDT on July 24, 2026, in Word or PDF format and must include documented proof of technical capability. The NAICS code is 333310 and the effort is targeted as a total small business set-aside. Any resulting contract will be unclassified and must comply with CMMC Level 2 cybersecurity requirements, with potential for C3PAO assessment after November 2026, and adhere to Berry Amendment specialty metals restrictions. Responses are strictly voluntary, non-binding, and will not be returned or evaluated.

The Government seeks commercially available point-to-point microwave communication systems capable of providing reliable, high-availability communications in austere and expeditionary environments. Proposed systems shall be capable of maintaining connectivity in operational conditions that include airborne dust, sand, precipitation, high winds, and elevated temperatures commonly encountered in arid and semi-arid regions.

The proposed solution shall support a minimum communications link availability of 99.999% under the specified environmental conditions while minimizing performance degradation resulting from atmospheric attenuation and environmental contaminants.

Respondents shall identify the operating frequency bands, channel bandwidths, throughput capabilities, maximum supported link distances, and environmental performance characteristics of their proposed solutions. Responses should also include available technical data, testing results, or operational performance information demonstrating the system's ability to maintain reliable communications in dusty, sandy, and otherwise degraded environmental conditions.

The Government is interested in commercially available solutions capable of supporting the following operational requirements:

•    Proven point-to-point microwave communications solution suitable for deployment in the harsh desert environment of the Hashemite Kingdom of Jordan.
o    Operating temperature range: -40°C to +60°C.
o    Environmental protection meeting IP66, IP67, and/or equivalent military environmental standards.
•    Approximately seventy (70) microwave point-to-point links deployed in a 1+0 configuration (approximately 140 radios total).

QUESTIONS AND ANSWERS:

Question 1 (07/09/2026): Should respondents assume the scope is limited to the supply and delivery of the specified equipment and training, or should pricing also include installation, integration, and commissioning services at the deployment sites?

Answer 1 (07/09/2026):  CECOM is not requesting installation, integration and commissioning services at the deployment sites as we have an existing in-country subcontractor that will perform the installation of MW radios as part of a larger contract.  Please include installation kits with each radio.  For the ROM, ensure the cost data provided ensures our Prime Contractor can subcontract to your company.
