The U.S. Army Contracting Command, Aberdeen Proving Ground (ACC-APG) on behalf of the US Army Security Assistance Command Security Assistance Management directorate (USASAC SAMD) is issuing this Sources Sought notice as a means of conducting market research to identify potential sources having an interest in, industry technologies available and capability to fulfill FMS requirements. 


The result of this sources sought/market survey will contribute to determining the method of procurement if a requirement materializes. Based on the responses to this sources sought notice/market survey, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. It’s anticipated a single award contract will be made. All small business set-aside categories will be considered. CECOM SAMD administers and manages FMS cases including requirements for Partner Nations and entities. CECOM SAMD’s goal is to satisfy customer requirements for Microwave PTP radios to support the country of Jordan. 


REQUIRED CAPABILITIES 
The purpose of this market research/sources sought is to identify interested sources that are certified and able to deliver required hardware and services to support Jordan requirements. 


The Government seeks commercially available point-to-point microwave communication systems capable of providing reliable, high-availability communications in austere and expeditionary environments. Proposed systems shall be capable of maintaining connectivity in operational conditions that include airborne dust, sand, precipitation, high winds, and elevated temperatures commonly encountered in arid and semi-arid regions.


The proposed solution shall support a minimum communications link availability of 99.999% under the specified environmental conditions while minimizing performance degradation resulting from atmospheric attenuation and environmental contaminants.


Respondents shall identify the operating frequency bands, channel bandwidths, throughput capabilities, maximum supported link distances, and environmental performance characteristics of their proposed solutions. Responses should also include available technical data, testing results, or operational performance information demonstrating the system's ability to maintain reliable communications in dusty, sandy, and otherwise degraded environmental conditions.


The Government is interested in commercially available solutions capable of supporting the following operational requirements:


•    Proven point-to-point microwave communications solution suitable for deployment in the harsh desert environment of the Hashemite Kingdom of Jordan.
o    Operating temperature range: -40°C to +60°C.
o    Environmental protection meeting IP66, IP67, and/or equivalent military environmental standards.
•    Approximately seventy (70) microwave point-to-point links deployed in a 1+0 configuration (approximately 140 radios total).
o    High-performance antennas.
o    Ten (10) complete spare radio units.
o    All required accessories, mounting hardware, cables, installation materials, lightning protection, and grounding kits.
o    Existing sites have power infrastructure and indoor equipment shelters available.
•    Aggregate throughput:
o    Minimum 400 Mbps per site.
•    Link distances:
o    Site-to-site links up to 15 km.
o    Backhaul links up to 60 km.
•    Tower heights:
o    Site-to-site towers up to 30 meters.

Answer 1 (07/09/2026):  CECOM is not requesting installation, integration and commissioning services at the deployment sites as we have an existing in-country subcontractor that will perform the installation of MW radios as part of a larger contract.  Please include installation kits with each radio.  For the ROM, ensure the cost data provided ensures our Prime Contractor can subcontract to your company.
