Full Description

The Mississippi Maternal, Infant, and Early Childhood Home Visiting Program currently provides evidence-based home visiting services in 16 counties. MSDH is transitioning from a primarily state-operated direct service model to a Local Implementing Agency (LIA) model in which qualified organizations will employ and supervise home visiting staff, manage local service delivery, develop referral partnerships, collect and report required data, participate in continuous quality improvement, and maintain compliance with federal, state, and evidence-based model requirements. This transition is intended to strengthen local ownership, improve community partnerships, increase program stability, and expand access to services for eligible pregnant women and families with young children. MSDH will retain responsibility for statewide program administration, oversight, monitoring, training coordination, data and continuous quality improvement, and federal reporting. Selected LIAs must either be an established Parents as Teachers (PAT) affiliate or demonstrate the organizational capacity to complete the affiliation process and implement the model with fidelity within the timeframe established by MSDH.

Solicitation # CSE-26-084
The Virginia Department of Social Services is soliciting applications under RFA CSE-26-084 to establish subgrant awards for the provision of co-parenting education seminar services for its Access and Visitation programs. These services, which may be delivered in-person or via webinar, must be provided free of charge to eligible low-income participants and must be delivered by 501(c)(3) organizations approved by the Office of the Executive Secretary, Dispute Resolution Services. The project focuses on increasing parenting time for non-custodial parents and improving knowledge of effective co-parenting strategies, with a requirement for subrecipients to track client demographics and outcome metrics. The total funding obligated for the overall RFA is 100,000 dollars, with an initial period of performance from December 1, 2026, to September 30, 2027, and four optional one-year renewals. Applications are evaluated based on budget reasonableness and the required 10% program cash contribution (30 percent), applicant capacity (25 percent), and the established need for the project (20 percent). Priority is given to applicants serving priority geographic areas or those capable of providing services in languages other than English. All applicants must be registered in the System for Award Management and provide a valid Unique Entity Identifier. The final deadline for application submission via the eVA portal is October 14, 2026, at 4:00 PM EST.
