The contract entails supporting and demonstrating milestone-based nuclear fusion development activities through a program announced by the U.S. Department of Energy, with up to $50 million allocated to advance fusion energy research. Managed by Battelle Energy Alliance at the Idaho National Laboratory (INL), which has over 30 years of fusion research experience, the effort focuses on leveraging INL's unique capabilities in fusion safety and development. INL serves as the lead laboratory for Magnetic Fusion Energy safety under the DOE's Office of Fusion Energy Sciences and seeks to partner with industry stakeholders to accelerate fusion technology development, materials qualification, demonstration projects, and modeling efforts. Key capabilities offered by INL include expertise in nuclear technologies such as tritium handling and advanced plasma-facing components, fast spectrum materials testing via the Advanced Test Reactor, and access to demonstration facilities through the National Reactor Innovation Center. The program also emphasizes advanced modeling and simulation tools critical for safety assessment and licensing, including MELCOR-Fusion, multi-physics platforms, and cutting-edge digital innovations like artificial intelligence, digital twins, and resilient control systems. Interested parties are encouraged to engage with designated INL contacts by early October 2022 to explore collaboration opportunities that support the fusion energy mission in Idaho Falls, Idaho.

Fusion Development Support and Demonstration Activities Opportunities On September 22, 2002 the U.S. Department of Energy (DOE) announced up to $50 million to launch a new milestone-based fusion development program. The Idaho National Lab (INL), managed and operated by Battelle Energy Alliance, LLC (BEA), has been involved in fusion research for over 30 years in support of the Department of Energy's (DOE) mission of seeking clean, safe and economic fusion energy. The INL's Fusion Safety Program (FSP) is the Office of Fusion Energy Science's (OFES's) Lead Laboratory for Magnetic Fusion Energy (MFE) Safety. INL is interested in partnering with the Fusion Industry to support development and demonstration activities. These are some of the unique capabilities that can be leveraged: INL is excited to discuss the collaboration opportunities leveraging on the following capabilities: Enabling nuclear technologies (e.g. tritium, beryllium, plasma facing components, liquid metal and molten salt breeders) Accelerating fusion materials qualification through Advanced Test Reactor testing (e.g. boosted fast spectrum test rig) Accelerating FPP demonstration through the National Reactor Innovation Center (e.g. Demonstration test beds, experimental facilities, Virtual test Bed, regulatory risk reduction activities) Modeling and simulation for FPP safety assessment (e.g. MELCOR-Fusion, used for ITER licensing as nuclear installation) Multi-physics modeling and simulation (e.g. MOOSE-TMAP) Digital Innovation (e.g., digital twin, resilient control system, Artificial Intelligence/Machine Learning applications, advanced nuclear sensors and instrumentation) Please check the following links for more information: Detailed background information & presentations related to INL's capabilities to support fusion are available, and being regularly updated, in this folder: https://inlbox.box.com/s/v8yc5wif559khxcmwwrpn5ambi0ktjsg INL fact sheets: https://factsheets.inl.gov/SitePages/Home.aspx National Reactor Innovation Center: https://nric.inl.gov/ Digital Innovation Center of Excellence: https://dice.inl.gov/ INL fusion program: https://fusionsafety.inl.gov/SitePages/Home.aspx If you are interested in learning more about INL Capabilities and/or Partnering with INL, please reach out to the point of contacts by October 7, 2022 INL Business Development Contact: Lori Braase, Business Development Executive, Lori.Braase@inl.gov DOE National Reactor Innovation Center: Ashley Finan, Director, Ashley.Finan@inl.gov INL Point of Contact: Pattrick Calderoni, INL Fusion Safety Program Senior Technical Advisor, Pattrick.Calderoni@inl.gov INL Point of Contact for INFUSE: Masashi Shimada, INL Fusion Safety Program Technical Lead, Masashi.Shimada@inl.gov

Affordable Rural Cooperative (ARC) Energy Program
Solicitation # RUS-ARC-2026
The Rural Utilities Service (RUS), under the USDA, is soliciting Letters of Interest for the Affordable Rural Cooperative (ARC) Energy Program, providing approximately 175 million dollars in loan and grant funding authorized by the Inflation Reduction Act of 2022. The program aims to reduce emissions in rural electric systems by deploying advanced transmission infrastructure and increasing emission-free nuclear power supply. Funding is divided equally between Category I (Eligible Energy) and Category II (Transmission Energy Efficiency Improvements). For project and system loans, RUS will finance up to 75 percent of total capitalized costs, requiring awardees to provide a 25 percent equity match, which may include certain grants or tax credits. The application process is a two-stage competition starting with a Letter of Interest (LOI) due by November 20, 2026. Eligible entities must submit their LOI via Grants.gov, including a completed New Clean Power tool, geospatial shapefiles, and a portfolio of actions narrative not exceeding 1,500 words. High-ranking LOIs will receive an invitation to submit a full application within 90 days. Evaluation is based on the estimated increase in nuclear power supply, cost per MWh, and geographic diversity. All applicants must maintain active registration in the System for Award Management (SAM) and comply with Buy America requirements, environmental regulations, and federal non-discrimination laws. Award funds are generally disbursed as reimbursements, with no funds advanced after September 30, 2031.
