The Naval Air Systems Command (NAVAIR) plans to modify an existing contract to continue the development and support of the Military Flight Operations Quality Assurance (MFOQA) Flight Visualization Data Analysis (FVDA) software for F/A-18C/D/E/F and EA-18G aircraft. This effort includes completing Phase 1 development of the FVDA software and providing ongoing support for the MFOQA Engineering Tool (MET). MFOQA is a software-based knowledge management system hosted on Department of the Navy computers that collects and analyzes various flight and related operational data. The goal is to enhance operational readiness, training, maintenance management, and safety by proactively identifying positive trends and potential risks to enable timely corrective actions. The contract modification will be awarded sole source to BGI-LLC, a small veteran-owned business originally awarded the contract competitively. BGI-LLC holds proprietary technical data and detailed knowledge essential for completing the software development without duplication or delay. The contract extension covers the period from December 1, 2012, through May 31, 2014. This acquisition is conducted under authority that permits sole source awards when only one responsible source can meet agency requirements. Although the synopsis does not request proposals, interested parties with relevant capabilities may submit a brief statement for consideration. Subcontracting inquiries should be directed to BGI-LLC.

The Naval Air Systems Command (NAVAIR) intends to modify an existing contract (N00019-08-C-0029) for continued performance to complete the Military Flight Operations Quality Assurance (MFOQA) Flight Visualization Data Analysis (FVDA) software development efforts for Phase 1 (F/A-18C/D/E/F and EA-18G) and to provide continued support of the MFOQA Engineering Tool (MET). MFOQA is a knowledge management capability and a software-based process that will be hosted on existing Department of the Navy (DON) computers and servers. MFOQA will collect, merge, and analyze pre-recorded aircraft flight data and other available data, such as aircrew information, aircraft custody assignment and organizational hierarchies. It will make the results available to authorized personnel at the operational unit levels. Potential benefits are estimated to be significant improvements in Operational Readiness, Training, Maintenance Management, and Safety. MFOQA will provide a proactive means to highlight positive trends and to identify potential risks in time for corrective action.. NAVAIR intends to award this effort sole source to BGI-LLC, 520 South Main Street, Akron, OH 44311. This acquisition is being pursued on a sole source basis under the authority found in 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. BGI-LLC, a small veteran owned business, was competitively awarded the initial contract. BGI-LLC is the only vendor that has the technical data and detailed knowledge of the MFOQA system to complete the FVDA software development within the required timeframe without significant duplication of cost and unacceptable delays in fulfilling agency requirements. The period of performance extension will be 1 December 2012 through 31 May 2014. Numbered note 22 applies. This synopsis is not a Request for Proposals. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement. Interested parties may submit a brief one-page statement demonstrating their capability to perform the services listed above if they believe they possess the required knowledge and ability to perform this requirement. These responses may be submitted via email to ruthann.oconnell@navy.mil. No phone calls will be accepted. While this notice of intent is not a request for competitive proposals, inquiries pertaining to subcontracting opportunities should be addressed to the BGI, LLC point of contact, Greg Wadel at (330) 370-7737 X121.
