DESCRIPTION OF REQUIREMENT

ACC-APG, on behalf of ATC, intends to award a sole-source, firm-fixed-price commercial contract to EMD Millipore Corporation (operating as MilliporeSigma), located at 400 Summit Dr, Burlington, MA 01803 (CAGE: 08071 / UEI: KA4NZQD8JVJ1).

This requirement is for the procurement of a replacement Type II laboratory water purification system to interface with legacy distribution infrastructure in Building 362:

  • Target System: Milli-Q® HX 7040 Make-Up Water Purification System (Part: ZLXL51040)

  • Associated Deliverables: On-site system startup, loop sanitization, and booster pump.

  • Estimated Value: Value is approximately $45,500.00

 STATUTORY AUTHORITY

This commercial acquisition is conducted under Revolutionary FAR Overhaul (RFO) procedures (effective 1 February 2026). The sole-source authority is RFO FAR 12.201-1(c)(2) (Acquisition of Commercial Products and Commercial Services), which permits direct solicitation from a single commercial source when only one provider can meet agency needs.

TECHNICAL JUSTIFICATION & REASON FOR SOLE SOURCE

EMD Millipore Corporation is the sole manufacturer and certified service provider of the Milli-Q® HX series water systems. This specific equipment is required to satisfy the following agency parameters:

  • Infrastructure Integration: The replacement system must physically and operationally interface with legacy distribution components, including existing plumbing connections, specific water storage tanks, and internal laboratory loops without requiring extensive system redesign or costly facility modifications.

  • Technical Risk and Standardization: Standardizing on the manufacturer's system ensures physical compatibility, maintains existing laboratory water standards, and leverages established operational/servicing structures to prevent increased down-time and additional auxiliary travel/service fees.

INSTRUCTIONS TO INTERESTED PARTIES

This is not a competitive request for proposals. However, any responsible source that believes it can meet the requirements may submit a capability statement. The capability statement must explicitly demonstrate how an alternate system can interface with the legacy water storage tank and laboratory loop configurations without modification. Responses must be emailed to the POC below by the deadline.

Chemical, Biological, Radiological, and Nuclear (CBRN) Medical Countermeasure (MCM) Participant Basic Agreement (PBA)
Solicitation # W911SR-26-R-HEAL
The Chemical, Biological, Radiological, and Nuclear (CBRN) Medical Countermeasure (MCM) Participant Basic Agreement (PBA) is a continuous, open solicitation designed to establish a dynamic, pre-qualified network of partners to accelerate the development and fielding of next-generation medical defenses against CBRN threats. Operated by the Capability Program Executive for CBRN Defense (CPE CBRND) under the Department of Defense, this agreement functions as an Indefinite-Delivery Indefinite-Quantity (IDIQ)-like vehicle authorized under 10 U.S.C. §§4021, 4022, and 4023, exempting it from the Competition in Contracting Act of 1984. The program seeks innovative, threat-agnostic host-directed therapeutics that enhance physiological resilience by targeting critical systems such as neurological function, respiratory stability, immune response, hematologic and vascular integrity, and cellular stress and repair pathways. Complementary to this, the government also seeks broad-spectrum therapeutic candidates that can directly neutralize CBRN agents, with emphasis on agents possessing environmental stability, non-cold-chain storage capability, and simplified administration routes like oral, intranasal, or autoinjector formats suitable for immediate use in austere, far-forward operational environments. Interested parties, including MCM developers at any stage from Phase I through FDA licensure and supporting organizations such as CROs, CDMOs, and regulatory experts, must submit a white paper of no more than five pages detailing product mechanisms, efficacy data from validated animal models, regulatory status including IND history and clinical trial results, manufacturing capacity and scale-up plans, and company experience. Collaboration is mandatory, with applicants required to state willingness to team or partner within the PBA ecosystem. Participation requires SAM registration, and all award decisions are based on technical merit and strategic alignment with the program’s mission to build a layered, resilient, and sustainable medical defense portfolio, without fixed deadlines or competitive bidding. The agreement supports the development of dual-use medical solutions with potential applications in civilian critical care, emphasizing ruggedized formulations, clear labeling, durable packaging, and long-term stability to ensure readiness in the most challenging operational conditions. Technical and administrative inquiries should be directed to Hunter Robinson or Alexander Mayatte at the Aberdeen Proving Ground, Maryland office.

Request for Information (RFI) for Radiological Detection System (RDS)
Solicitation # RFI_RDS_FY26
The Department of Defense is issuing this Request for Information to identify capable sources for the manufacturing, testing, and delivery of a Radiological Detection System (RDS). The goal is to replace legacy radiological survey meters across all U.S. military branches, as well as for the U.S. Coast Guard, USSOCOM, Canada, and the UK. The desired system is a rugged, modular handheld device consisting of a central base unit and interchangeable probes capable of detecting alpha, beta, neutron, and photon radiation. The government is seeking solutions that ensure interoperability and backwards compatibility with existing equipment, though they are open to alternative technologies and commercial-off-the-shelf solutions that provide operational benefits. Projected needs through 2043 include approximately 16,000 base units and several thousand specialized probes over the next five years. The government intends to utilize one or more Firm Fixed Price Indefinite Delivery, Indefinite Quantity contracts and requires Government Purpose Rights for all associated technical data. Interested vendors must submit a detailed capability package including technical approaches, production history, and rough order of magnitude pricing by September 17, 2026. Access to the full Controlled Unclassified Information performance specifications requires verified security compliance, including JCP certification and CMMC Level 2 self-assessment.

Next Generation Command and Control (NGC2) - Commercial Solutions Opening (CSO)
Solicitation # W15P7T-25-S-0001
The U.S. Army, through Army Contracting Command-Aberdeen Proving Ground in support of PEO C3N and the Next Generation Command and Control (NGC2) program, has opened a Commercial Solutions Opening (CSO) with solicitation number W15P7T-25-S-0001 to solicit innovative software solutions that enhance command and control capabilities for large-scale combat operations. This CSO remains open until May 16, 2027, with proposals only accepted in response to a Request for White Paper. The initiative aims to modernize legacy C2 systems by integrating advanced analytics, open architecture, resilient transport, and a unified data layer to enable data-centric decision-making across all echelons. Industry partners must submit white papers as directed, but access to the required Questionnaire is restricted to CMMC Level 1 certified vendors who request it via email to usarmy.apg.acc.mbx.army-c2-solutions@army.mil, providing their company name, CAGE code, and primary point of contact details. Secure document exchange is facilitated exclusively through DoD SAFE. Access to sensitive NGC2 supplementary materials, including Controlled Unclassified Information (CUI), requires registration on the Joint Communications Marketplace and certification through the Joint Certification Program (JCP). Companies must designate a Data Custodian authorized to download controlled documents after completing the DD Form 2345 and submitting it to jcp-admin@dla.mil. The NGC2 community portal on JCM serves as the central hub for documentation, and failure to obtain JCP certification will prevent access to critical resources. An industry day was held on July 23, 2026, via Microsoft Teams to provide further context, and all communications must be directed through the designated ACC C2 mailbox or Eric Roberts for escalations. The NAICS code for this opportunity is 541512, and performance will occur at Aberdeen Proving Ground, Maryland, with the objective of rapidly fielding scalable, survivable, and intuitive C2 capabilities to maintain technological dominance against near-peer adversaries.
