The Space and Missile Systems Center’s Military Satellite Communications Systems Wing, based at Los Angeles Air Force Base, plans to award a contract focused on studies related to the Wideband Global SATCOM (WGS) Block 2 Follow-On contract. These studies aim to assess and enhance various aspects of the WGS system, including communications capacity, antenna coverage, anti-jam capabilities, and improvements in size, weight, power, and components to better support warfighter communications needs. The effort supports the Joint Space Communications Layer Initial Capabilities Document and is part of a broader Materiel Solutions Analysis expected in fiscal years 2011-2012, which will evaluate wideband communications gaps and potential alternatives such as commercial SATCOM solutions and new MILSATCOM programs. The follow-on contract is scheduled for award in mid-August 2010, with a request for proposal to be issued shortly after. The government intends to award this work as a sole source modification to Boeing Satellite Systems, the current WGS contractor, based on statutory authority citing the uniqueness of their technical capabilities and the avoidance of unnecessary duplication or delays. Although the notice is informational and not a solicitation, other interested parties, including small and disadvantaged businesses, may submit capability statements for consideration. The contract is categorized under NAICS code 541712, with a small business size standard of 1,000 employees. The work will be performed in El Segundo, California, and points of contact are available for further information. The studies are critical to providing architecture definitions, risk assessments, cost, and technical analysis in support of ongoing production and enhancement of the WGS Program of Record.
