Engine Balancers

The contract calls for the procurement of two new, commercially available dual drive horizontal engine balancing machines to be installed at the Tinker Air Logistics Center in S Coffeyville, Oklahoma, with all work required to be completed within 365 days after award. The machines must meet or exceed SAE 1000 class specifications and Aerospace Recommended Practice ARP 4048 standards for balancing aerospace jet engine rotors, featuring heavy-duty stress-relieved castings, continuous duty AC motors operating on 60-Hz with drip-proof enclosures, UL-compliant electrical components, and NEMA 250 type 12 enclosures. All components must comply with OSHA 29 CFR 1910 and ANSI B11 safety standards, include interlocks that instantly cut power when enclosures are opened, and be marked for arc flash in accordance with NFPA 79. The machines must operate on Microsoft Windows 11 with proprietary balancing software, use U.S. customary units for all indicators, and be painted with lead-free paint. Each unit must have a permanently attached nameplate meeting NFPA 79 requirements, a lubrication plate detailing servicing intervals and lubricant specifications, and an Item Unique Identification (IUID) marking in compliance with MIL-STD-130N with machine-readable information. All software licenses must be perpetual, non-subscription based, offline capable, and transferred entirely to the government. The procurement is structured as a Firm Fixed Price contract under FAR 13.5 procedures and is strictly a Total Small Business Set-Aside under FAR 19.5, limited to small businesses with NAICS code 3335. The contractor must deliver a comprehensive technical data package including three hard copies and one electronic copy of operation and maintenance instructions, produce a Plan of Action and Milestones within 30 days of award using accepted project management tools, and prepare a detailed Acceptance Test Plan validated at both the contractor’s facility and the final installation site. Inspection and acceptance occur at the destination under government supervision, requiring successful completion of the AS8617 test with a proving rotor in controlled environmental conditions of 55°F to 100°F and 10% to 95% humidity.
