DLA Weapons Support (Richmond) plans to issue a 100% Small Business Set-Aside Request for Proposal (RFP) for the acquisition and turnkey installation of two hard-bearing, dual-drive horizontal engine balancing machines at Tinker Air Logistics Center, Oklahoma. The solicitation, anticipated around June 22, 2026, will be conducted under FAR Part 13.5 simplified procedures with a firm fixed price contract type, and the machines are to be delivered and installed within 365 days after award. The procurement includes comprehensive technical data package VIBB 26-13-1100, covering design specifications, lubrication, tooling, rigging, installation, training, shipping, foundation, and unique identification marking requirements. Inspection and acceptance will occur at the destination site, with contractors responsible for all installation, certification, foundation preparation, and providing all necessary tools, labor, and supporting technical documentation. The balancing machines must comply with stringent aerospace standards including SAE ARP4048, AS8617, and ANSI/AGMA ISO 1328-1-B14, ensuring performance parameters such as vibration sensitivity, inertial moments, and noise limits (not exceeding 84 dB(A) at the operator’s position). The equipment shall operate with Microsoft Windows 11-based software and include comprehensive reporting capabilities with laser printers for balance reports. Marking requirements are rigorous, mandating MIL-STD-130N w/Change 1 compliant Item Unique Identification (IUID) labels with both machine-readable barcodes and human-readable information engraved or stamped permanently. Contract terms require contractor personnel to obtain base access badges with strict reporting, safety, and environmental compliance provisions, including hazardous material controls, spill reporting, and monthly progress updates via a Plan of Action and Milestones (POA&M). However, formal evaluation criteria are not specified in the available documentation. The solicitation emphasizes small business participation under NAICS code 3335 and offers a site visit opportunity to potential offerors to inspect installation locations. All proposal submissions must adhere to specific formatting and page limits and be emailed by the prescribed deadline.
