Full Description
The VA intends award a Firm-Fixed Price purchase order on a non-competitive basis to Prometheus Federal Service LLC (PFS), located at 13846 Rembrandt Way, Chantilly, VA 20151, a Service-Disabled Veteran-Owned Small Business (SDVOSB), to support a single comprehensive vehicle to deliver and support an Office of Women’s Health (OWH)-developed Women’s Health Rural Mini-Residency training program for VHA primary care providers and nurses at rural Community Based Outpatient Clinics (CBOCs) in their clinic setting. This proposed action would enable OWH to continue work with PFS through FY2027 (last year of training program) that has been underway FY 2022 - 2026 per contract #36C10X22C0034.

This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
The Government intends to negotiate solely with PFS, LLC under the statutory authority permitting other than full and open competition is 41 U.S.C. § 3304(a)(5) as implemented by the Revolutionary Federal Acquisition Regulations (FAR) Overhaul (RFO) Subpart 6.103-5 entitled, “Authorized or required by statute”. The applicable statute is Public Law 109- 461: “Veterans Benefits, Health Care, and Information Technology Act of 2006” specifically, the “Veterans First Contracting Program” outlined in 38 USC § 8127(c).
The Government will not be responsible for any costs incurred by responding to this notice. This is not a request for quote.
