ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for This procurement is for the purchase of the following components for the Envision Miniature Advanced Rangefinder Systems (MARS) in support of PMS-NSW and USSOCOM Visual Multimedia and Graphics Office assets.


  • A quantity of 50 MAR 3 Button Remote, 12-inch Part Number MAR-5001-ASM-C12
  • A quantity of 25 Lens Cover Assembly Part Number MAR-8005-SPR
  • A quantity of 30 Battery Cap Assembly, O-Ring and Strap Part Number MAR-8006-SPR

SOLE SOURCE PROCUREMENT- The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source only Envision Technology LLC of Manchester, New Hampshire, Cage Code 8EDV1, under the authority of  FAR 12.201-1 for Commercial items with simplified procedures. This is being solicited on a sole source only basis because The Envision Miniature Advanced Rangefinder System is an ultra-compact, weapon-mounted laser rangefinder and aiming illumination systems used in tactical and long-range shooting. This unit is used in military, law enforcement, and precision shooting environments and sold in substantial quantities, thus qualify as a commercial item.  The Original Equipment Manufacturer (OEM) Envision Technology LLC of Manchester, New Hampshire, Cage Code 8EDV1, has proprietary rights to data, design, and manufacturing of the equipment and is not willing to provide the Government with a technical data package in order to obtain specifications or re-engineer the system. The components being purchased are specifically designed to work cohesively with the MAR system, thus purchase of components from another source would require extensive qualification, design, and testing to ensure compatibility. This type of qualification and testing would cost the Government in excess of 24 to 48 months in time with an additional excess of over $100,000 in costs.  These detriments would not be recouped in a competitive action.  All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

This solicitation is being issued pursuant to the procedures at FAR 12.201-1 as a written Firm Fixed Priced Request for Quotes .  Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N00164-26-Q-0171 is hereby issued as an attachment hereto. 


All changes to the requirement that occur prior to the closing date will be posted to Contract Opportunities on https://sam.gov/.  It is the responsibility of interested vendors to monitor https://sam.gov/ for any amendments, which may be issued to this solicitation. 


For changes made after the closing date, only those offerors that provide a quote will be provided any changes/amendments and considered for future discussions and/or award.
