AI Contract Overview
The Naval Surface Warfare Center Crane is procuring specific components for the Envision Miniature Advanced Rangefinder System (MARS) under a sole source solicitation issued as a Firm Fixed Price Request for Quotes pursuant to FAR 12.201-1. The requirement is for 50 MAR 3 Button Remote units (Part Number MAR-5001-ASM-C12), 25 Lens Cover Assemblies (Part Number MAR-8005-SPR), and 30 Battery Cap Assemblies with O-Ring and Strap (Part Number MAR-8006-SPR), all exclusively designed to interoperate with the Envision MARS platform. This procurement is being conducted solely with Envision Technology LLC of Manchester, New Hampshire, CAGE Code 8EDV1, due to proprietary ownership of the system’s design and technical data, which precludes independent source qualification. Attempts to source equivalent components from alternative vendors would require over 24 to 48 months of additional testing and qualification, with costs exceeding $100,000, making competition impractical. All proposed items must conform to MIL-STD-130 for unique item identification, including enterprise identifier, serial number, and machine-readable markings, and must comply with MIL-STD-129 for shipment and storage labeling. Offerors must be registered in SAM, submit quotes via email to rose.m.brown44.civ@us.navy.mil by 11:00 PM Eastern Time on June 12, 2026, and include their Unique Entity Identifier, firm pricing for each line item, and explicit agreement to all solicitation terms. Delivery is due within three months of contract award to NSWC Crane, Building 41, Crane, Indiana, under FOB Destination terms, with acceptance performed by government personnel at the delivery point. Contract performance is governed by commercial item provisions under FAR 52.212-1 and 52.212-4, with deviations for certain clauses under Deviation 2026-00038, including mandatory use of WAWF for invoicing, compliance with safeguarding requirements, and prohibitions related to inverted corporations, debarred contractors, and forced labor. Contractors warrant merchantability and fitness for purpose, assume full indemnity for intellectual property infringement, and are bound by federal statutes governing procurement integrity, kickbacks, and work hours. SOLE SOURCE PROCUREMENT- The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source only Envision Technology LLC of Manchester, New Hampshire, Cage Code 8EDV1, under the authority of FAR 12.201-1 for Commercial items with simplified procedures. This is being solicited on a sole source only basis because The Envision Miniature Advanced Rangefinder System is an ultra-compact, weapon-mounted laser rangefinder and aiming illumination systems used in tactical and long-range shooting. This unit is used in military, law enforcement, and precision shooting environments and sold in substantial quantities, thus qualify as a commercial item. The Original Equipment Manufacturer (OEM) Envision Technology LLC of Manchester, New Hampshire, Cage Code 8EDV1, has proprietary rights to data, design, and manufacturing of the equipment and is not willing to provide the Government with a technical data package in order to obtain specifications or re-engineer the system. The components being purchased are specifically designed to work cohesively with the MAR system, thus purchase of components from another source would require extensive qualification, design, and testing to ensure compatibility. This type of qualification and testing would cost the Government in excess of 24 to 48 months in time with an additional excess of over $100,000 in costs. These detriments would not be recouped in a competitive action. All responsible sources may submit a capability statement, which shall be considered by the agency.
