The Minuteman III Advisory and Assistance Services (A&AS) effort, initially released as a Sources Sought Synopsis/Request for Information to support engineering, analysis, and management activities for the 526th Intercontinental Ballistic Missile Systems Group at Hill Air Force Base, Utah, has been discontinued by the Intercontinental Ballistic Missile (ICBM) System Program Office (SPO). The majority of advisory and assistance contract requirements will be consolidated under the Integration Support Contract (ISC), a key component in transitioning from the current ICBM Prime Integration Contract to a future ICBM sustainment and acquisition strategy. This transition highlights the Air Force’s focus on accelerating the ISC acquisition schedule to provide comprehensive support for sustainment and future acquisition programs. The original Sources Sought Synopsis detailed the requirement for contractors to provide a broad range of acquisition support services, including program and life cycle logistics, business case analysis, acquisition planning consistent with DoD directives, source selection support, configuration control, and ICBM-related systems engineering and analysis. Contractors were expected to demonstrate expertise in ICBM systems and subsystems, support technical evaluation and decision-making, manage supply chain issues, and facilitate coordination with various Air Force and DoD entities. The effort was planned as a multiple award Indefinite Delivery, Indefinite Quantity (IDIQ) contract with an anticipated one-year basic period plus four one-year options, requiring security clearances at the top secret level. The Government emphasized the identification and mitigation of potential Organizational Conflicts of Interest. While the posting encouraged responses from a diverse range of businesses, including small and disadvantaged firms, it made clear that the Sources Sought Synopsis was for market research purposes only and not a solicitation for proposals or commitment to award. Responses were to be submitted to the designated point of contact by specified deadlines in 2009 and 2011, but ultimately, the ICBM SPO elected to fold these efforts into the ISC for efficiency and streamlined acquisition.
