This combined synopsis/solicitation for commercial items is prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. The solicitation number for this request for this request for quotations (RFQ) is W913E518T0002. The associated North American Industry Classification System (NAICS) code is 333314, which has a size standard of 500 employees. The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) has a requirement to purchase the following specialized materials: Description of Requirement: On-axis Parabolic Mirrors and Mounts A two on-axis parabolic mirrors and two kinematic optical mounts to conduct laboratory measurements for an ERDC basic research project on nonlinear acoustic propagation in periodic and aperiodic arrays of scatterers. The required specifications are listed below. Mirror Requirements: 1. The type of mirrors must be on-axis parabolic mirrors. 2. The diameter must be greater than or equal to 305 mm. 3. The diameter tolerance must be plus or minus 1.5 mm. 4. The mirror aperture must be greater than or equal to f/6, and less than or equal to f/12. 5. The focal length tolerance must be plus or minus 1.5% of the effective focal length. 6. The surface quality must be 60-40, conforming to MIL-PRF-13830B, or better. 7. The surface accuracy must be ?/8 peak-to-valley. 8. The surface coating must be enhanced aluminum. 9. The surface coating must have an average reflectivity greater than or equal to 95% across 450-650 nm wavelength range. 10.The substrate must be borosilicate glass. 11.The edge thickness must be 54.1 mm or smaller. 12.The edge thickness tolerance must be plus or minus 0.8 mm. 13.The edge treatment must be grounded. Mirror Mount Requirements: 1. The type of mirror mounts must be optical cell kinematic mounts. 2. The maximum diameter of compatible optics must be 317.5 mm. 3. The maximum thickness of compatible optics must be 54.1 mm. 4. The range must be plus or minus 3.5 degrees or greater. 5. The resolution must be 4 arc seconds or less. 6. The mount must be constructed either of aluminum or stainless steel. The Government intends to award a firm fixed-price contract resulting from this solicitation to the lowest price technically acceptable (LPTA), responsible quote. The following factors shall be used to evaluate offers: technical capability to meet the Government's required specifications; and price.
