This contract solicitation, issued around mid-October 2018, is for a long-term Indefinite Quantity Contract (IQC) up to five years, exclusively set aside for small business concerns with no more than 500 employees. The procurement is for an optical instrument mirror identified by the National Stock Number (NSN) 6650-01-084-4993, produced in accordance with specified drawings, including a basic drawing dated May 6, 1980. The government anticipates indefinite quantities with an estimated annual requirement of 86 units, and pricing is structured across four quantity ranges starting at increments of 5, 10, 50, and 100 units. Delivery orders may be fulfilled through various Defense Logistics Agency (DLA) stock depots, with a delivery schedule allowing up to 180 units within 160 days. Offers must be submitted prior to the specified closing date and time detailed in the solicitation, and all responsible sources may participate. The evaluation of offers will consider multiple factors including price, delivery, and past performance, with price being influential but not determinative. The contract includes options for extensions at the government's discretion but the total period will not exceed five years. Due to the inclusion of Militarily Critical Technical Data, access to the solicitation document requires DoD certification through the U.S./Canada Joint Certification Office, with appropriate documentation. The acquisition is subject to Trade Agreements Act provisions, requires offers in English and U.S. dollars, and excludes acquisition under commercial item policies. Interested suppliers can contact the designated Contract Specialist for further details.
