This contract is for the procurement of 18 units of SWITCH, SENSITIVE, a critical application item for Aircraft Launch and Recovery Equipment (ALRE), subject to extreme traceability, security, and quality controls. The item is designated as a restricted source requirement, mandating that offerors either be an approved source or supply a product from an approved source certified by the Naval Air Warfare Center Aircraft Division at Lakehurst, with source approval documentation required prior to award. Serialization and lot numbering are mandatory for all components and packaging, and any re-branding that obscures original OEM markings is prohibited; contractors must account for all serialized parts including those scrapped during manufacturing. Technical documentation must align with specified marking schemes and conform to MIL-STD-129 for all unit packages, which must include NSN, contract number, lot and serial numbers, contractor and manufacturer CAGE codes, and part number. The item must meet NAVAIR ALRE traceability requirements, with bare item markings governed by technical drawings and contract specifications, prioritizing drawing requirements in case of conflict. The contract imposes stringent cybersecurity, environmental, and export compliance obligations. Offerors must maintain a current NIST SP 800-171 assessment posted in the Supplier Performance Risk System (SPRS), not older than three years, and must be certified as a CMMC Level 2 C3PAO. All technical data associated with the item is subject to export control under ITAR or EAR, restricting access to only DLA-approved contractors with JCP certification, completion of required export training, and formal authorization. Prohibited materials include Class I ozone-depleting chemicals, mercury and mercury compounds (except for specific, authorized exceptions like certain batteries and instruments), and hexavalent chromium, with substitutes requiring prior government approval. Quality standards are governed by SAE AS9100 for both manufacturers and non-manufacturers, and all items must be inspected and accepted at origin. Sampling must adhere to MIL-STD-1916 or ASQ H1331 Table 1 with zero non-conformances required; failures may result in rejection of the entire lot. Packaging follows MIL-STD-2073-1E with specified preservation, container, and palletization codes. Delivery is required within 625 days from award, with FOB origin terms applying.
