The Mission Bay Park Improvements Program is a comprehensive initiative by the City of San Diego to enhance infrastructure, ecological health, and public access across the 4,235-acre Mission Bay Park and surrounding areas within the Mission Bay, Mission Beach, and Ocean Beach Community Plan regions. The program is bounded by Pacific Beach to the north, Ocean Beach to the south, the Pacific Ocean to the west, and Interstate 5 to the east, and is designed to comply with Section 55.2 of the City Charter. It encompasses multiple interrelated components including wetland and water quality restoration, expansion of upland habitats and preserves, shoreline and seawall bulkhead reconstruction, bicycle and pedestrian pathway upgrades, deferred maintenance repairs, and a concept signage program to improve visitor navigation and experience. The scope includes structural shoreline interventions such as the construction of either a functional seawall or an aesthetically designed decorative wall, with implementation slated for 2027–2028, adhering to the City’s Whitebook Standard Specifications and regulatory frameworks including the Clean Water Act and California Coastal Commission requirements. The estimated total contract value is $76,667,269, derived from a bundled bid encompassing line items for shoreline reconstruction, mobilization and demobilization, contractor offices, permits, small tools, overtime, and a stormwater pollution prevention plan. Financial and operational responsibilities are managed under City oversight, with inspections and acceptance governed by county environmental health mandates related to hazardous waste, underground storage tanks, and spill containment systems, as outlined in California Code of Regulations. While no formal FAR clauses, evaluation factors, or award methodology are specified, price is a clear component in the bid structure, and acceptance requires sign-off from both the City and the Project Biologist. The program is aligned with climate resilience goals, incorporating environmental compliance protocols, and operates under the leadership of the City’s Public Works Department with technical and managerial oversight provided by named staff, including the Program Manager and Coastal Services Manager. Despite the absence of formal contract type designations, payment procedures, or federal accounting codes, the initiative reflects a locally driven public works effort focused on long-term sustainability, regulatory adherence, and enhanced recreational access within a high-use urban coastal park.
