(FUSA) for Mission Operations Voice Enhancement (MOVE) site maintenance support for all hardware, firmware, and software for a three month period for equipment located at Goddard Space Flight Center, Johnson Space Center, and Jet Propulsion Laboratory. This includes the voice switch subsystem equipment, the LSA subsystem equipment, all spares, and all delivered software (application software, utility software, and operating software). The modification will extend Delivery order NNG06CA56D for site maintenance support for Goddard Space Flight Center, Johnson Space Center, and Jet Propulsion Laboratory for 3 months. The period of performance will be September 6, 2019 through December 4, 2019. NASA/GSFC intends to issue the modification on a sole source basis to FUSA in accordance with 10 U.S.C 2304 (c) (1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." FUSA provides continuity of maintenance services at each of the three NASA sites (Goddard Space Flight Center, Johnson Space Center, and Jet Propulsion Laboratory). The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30 p.m., Eastern Standard Time, on 8/29/2019. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All responses sources may submit an offer which shall be considered by the agency.
