The Naval Air Warfare Center Aircraft Division (NAWCAD) intends to award a non-competitive, Fixed Price Indefinite Delivery/Indefinite Quantity contract to Martin Baker Aircraft Co. Ltd for the procurement of Mission Seats, technical data, and technical support for the P-8A aircraft. This procurement supports the US Navy, the Royal Australian Air Force, and other Foreign Military Sales customers. The contract includes a three year ordering period and covers a wide range of components, including observer seat install kits, forward and aft facing double crew seats, mission and observer seats, and various mission console seat footrests and installation kits, along with three lots of engineering services. Martin Baker Aircraft Co. Ltd is identified as the sole designer, developer, and manufacturer of this equipment, and the US Navy lacks the necessary technical data to compete the procurement. Consequently, the government is utilizing the authority of 10 U.S.C 2304(c)(1) and FAR 6.302-1 to pursue a sole-source award. This strategy aims to provide the seats as Government Furnished Equipment to the prime contractor to reduce overall costs. The procurement is categorized under NAICS code 336360 and is managed by the Department of Defense.
