Mission Systems Lifecycle Support (MSLS) Services

This Time and Materials Task Order, issued under the GSA Alliant 2 IDIQ contract 47QTCK18D0003, provides Mission Systems Lifecycle Support (MSLS) services for the Department of Homeland Security Office of Biometric Identity Management. The primary objective is to deliver full System Engineering Life Cycle support for the Homeland Advanced Recognition Technology (HART) program, the legacy Automated Biometric Identification (IDENT) system, and the Biometric Data Sharing Program (BDSP). The scope includes planning, analysis, design, development, and deployment using DevSecOps and agile methodologies, with a strategic focus on utilizing Commercial-Off-The-Shelf products to modernize capabilities and transition the system of record from IDENT to HART. Awarded on a sole-source basis to General Dynamics Information Technology, Inc. (GDIT) under FAR 16.505(b)(2)(i)(B), the contract is justified by the contractor's unique institutional knowledge and specialized expertise developed over ten years. This continuity is deemed critical to avoid national security risks and operational disruptions, such as an estimated two-year delay in the HART transition if a new vendor were onboarded. The performance period begins November 1, 2025, and runs through April 30, 2027, consisting of a 12-month base period and two 3-month option periods. Primary performance is located in Herndon, Virginia, with oversight from the Departmental Operations Acquisitions Division I in Washington, DC.
