The U.S. Government intends to award a sole source, firm‑fixed‑price contract to Mississippi State University, UEI:NTXJM52SHKS7 for the procurement of Mississippi State Blueberry Production Analysis Services.



Services for USDA Risk Management Agency (RMA) will provide two enterprise budgets for blueberry production in Mississippi (Rabbiteye and Southern High Bush). Statewide production budgets are only created by the land-grant institution in each state. These contracts are not competed because only one institution in the state has the faculty and ability to update the budgets. University extension offices already produce sample production budgets for producers and RMA is requesting specific budgets for specific crops. In addition, university extension offices already have the localized expertise and contacts with which to provide the information needed.
Mississippi State University is the only responsible source. Statewide production budgets are only created by the land-grant institution in each state. These agreements are not competed because only one institution in the state has the faculty and ability to update the budgets. University extension offices already produce sample production budgets for producers and RMA is requesting specific budgets for specific crops. In addition, university extension offices already have the localized expertise and contacts with which to acquire the information needed. 
Based on this information, the Government intends to award this action under the authority of FAR 6.302‑1, as applicable, because only one responsible source is capable of meeting the agency’s needs in the required timeframe.
This notice is not a request for competitive proposals. However, interested parties who believe they can meet the Government’s requirements may submit a capability statement demonstrating technical expertise, product equivalency, and the ability to deliver all required specifications. Any responses received will be considered solely for determining whether a competitive procurement is appropriate. If no responses are received within the specified posting period, the Government will proceed with the intended sole source award to Mississippi State University.
