The U.S. Department of Labor’s Employment and Training Administration plans to award a sole source contract to Dynamic Educational Systems, Inc. (DESI) for the ongoing operation of the Missouri Outreach & Admissions and Career Transition Services contract. This acquisition will bypass full and open competition under statutory authority allowing sole source procurement when only one responsible source exists and no other suppliers or services can meet the agency’s needs. The contract supports the Job Corps program, a national initiative providing residential training and employment assistance to disadvantaged youth, authorized under the Workforce Innovation and Opportunity Act of 2014. DESI will be required to recruit and screen enough applicants to sustain the Job Corps Centers at full on-board capacity, and offer or coordinate post-center career transition services for approximately 686 graduates and 171 former enrollees relocating to or residing in Iowa. The contract period includes a base year from October 1, 2016, through September 30, 2017, with an option to extend through March 31, 2018. Performance will be assessed annually based on the Outreach and Admissions Outcome Measurement System goals set by the Employment and Training Administration. This notification serves only to inform the public of the sole source intent and does not invite competitive proposals, with any inquiries directed to the designated contracting specialists. The contract aligns with NAICS code 561990 and emphasizes continuity in outreach, admissions, and transitional career services to support the Job Corps program’s operational and service goals.
