The Naval Surface Warfare Center, Crane Division, plans to modify an existing firm-fixed-price contract with Knight’s Armament Company for the production and delivery of MK 11 MOD2/M110 Carbine Upper Receivers, including flash suppressors, stock assemblies, and 16-inch barrel devices. This modification will support additional procurement for these sniper rifle system components, with a maximum funding amount of $500,000. The procurement will be conducted on a sole-source basis under statutory authority, citing Knight’s Armament’s proprietary rights and the impracticality of competition due to potential duplicative costs and lack of alternative sources that meet the agency’s requirements. This solicitation, while posted to both Federal Business Opportunities (FBO) and the Navy Electronic Commerce Online (NECO) platforms for informational purposes, is limited to contractors holding contract number N00164-07-D-4880. The Navy is emphasizing that Knight’s Armament is the only responsible source able to fulfill this requirement due to unique proprietary considerations. The office responsible for this procurement is located in Crane, Indiana under the Department of Defense, with Rose Brenner serving as the primary point of contact for further inquiries. This action falls under NAICS code 332994, which relates to small arms manufacturing.

This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER N00164-07-D-4880. The Naval Surface Warfare Center, Crane Division, intends to modify the existing firm-fixed-price, supply-type contract N00164-07-D-4880, awarded to Knight’s Armament Company, Titusville, FL on 22 DEC 2007 for the production and delivery of a quantity of MK 11 MOD2/M110 Carbine Upper Receiver with Flash Suppressor, stock assembly, and 16? barrel device for the maximum funding amount of $500,000. This contract action will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The basis for restricting competition is the proprietary rights of Knight’s Armaments systems and the duplicative costs to the Government to utilize another source to satisfy the Governments requirement.
