Evaluation Factors
Factor 1 Technical Acceptability (Pass/Fail)
The Government will evaluate the offeror¿s quote to verify compliance with all requirements in the solicitation and requirements document.
Pass: Quote meets all mandatory requirements.
Fail: Quote does not meet one or more mandatory requirements.

Factor 2 Past Performance (Pass/Fail)
Past performance will be evaluated to determine acceptability only. The Government will review past performance information from CPARS, PPIRS, and other sources.
Acceptable: Offeror demonstrates satisfactory performance on similar contracts and has no terminations for cause or default within the past three (3) years.
Unacceptable: Offeror has a record of unsatisfactory performance or one or more terminations for cause or default within the past three (3) years.

Factor 3 Price
Price will be evaluated for reasonableness. Award will be made to the lowest-priced offeror whose quote is technically acceptable and whose past performance is acceptable.
