This solicitation, numbered FA568226Q8014, seeks the procurement of a single Mobile Ground Penetrating Radar system from the Department of Defense’s FA5682 31 Cons unit, with delivery exclusively to Aviano Air Base in Italy. The requirement includes the GPR unit, a GPS multiband RTK GNSS receiver, a GPS tripod, five licenses for GPR analysis software, and a 3D modeling module with five licenses, all to be shipped directly to the destination. In-person training for ten attendees is mandatory, and the contractor must provide redacted technical literature and past performance documentation that obscures identifying information such as company names and logos. The GPR system must meet stringent technical specifications including compatibility with external Bluetooth GPS with a built-in pole adapter, support for Map, Linescan, 3D, and Focus modes, integration of APWA color-coded marks on 2D and geo-referenced maps, and the ability to generate 3D scans. The controller must be a Panasonic G2 Tablet with a 10.1” WUXGA capacitive glove-enabled display, Intel Core i5-10310U vPro processor, a 9.5-hour battery, IP65 environmental rating, and MIL-STD-810H durability. Communication between the tablet and antenna must occur via rugged Ethernet cable where Wi-Fi is prohibited, and both the GPR and tablet must operate reliably in temperatures ranging from -20°C to 40°C. Amendments to the solicitation extended the submission deadline from 8 July 2026 to 16 July 2026 and added two new line items to the Price Schedule to accommodate alternative training methods, as well as Attachment 2 — Contractor Assertion - Anthropic, PBC Products or Services — requiring the offeror to complete, sign, and submit it with their response. All quotations must be submitted in Euros or U.S. Dollars using a conversion rate of 1 Euro = 0.9303, with the resultant contract being Firm-Fixed Price. Offerors are required to maintain an active SAM registration and provide their CAGE code as proof of compliance, and must acknowledge all solicitation amendments and terms. Technical capability, past performance (one to two relevant projects within the last three to five years), and price are the key evaluation factors, with responsiveness — including SAM registration, complete documentation, and adherence to redaction requirements — acting
